International has been working in Rwanda since 2007 with a major focus on four
country programs: Right to Access Quality and Inclusive Education, Right
to Early Childhood Care and Development through United Communities, Right to
Youth Economic Security through Active Citizenship and Right to Protection.
Plan currently operates in Gatsibo, Kayonza, Rwamagana, Bugesera and Nyaruguru.
Plan International Rwanda has recently entered into partnership with UNHCR as
partner implementing Sexual & Gender Based Violence Responses and Child
protection in all Refugees Camps across the country.

Right
to Access Quality and Inclusive Education is one of the programs in Plan
International Rwanda’s Five Year Country Strategic Plan (2013-2018). Plan
International Rwanda has identified this theme among others to potentially make
significant impact in the country and on the community, reinforced by the fact
that Plan Rwanda has core competence from experience in implementing similar
programs in and out of the region.

International Rwanda acknowledges that even though the enrolment of girls at
Primary is higher than that of boys at 97% compared to 94% respectively (2014
statistics), there still exist issues that hinder quality access to girls
education and make the school environment more conducive and girl friendly to
enable their meaningful learning and retention in school.

Since
this is a full BIAAG friendly project, the post holder reports directly to to
the Gender Advisor. The incumbent coordinates the overall implementation of the
project and supervises the project staff based at the Program Unit levels. S/he
supports the Gender Advisor in planning, implementing, monitoring all aspects
of the project. S/he will be responsible of the smooth project implementation
on Program Units and coordination of other fields’ activities and other related
activities within Plan International Rwanda in collaboration with the Gender
Advisor and other program staff at the CO and PU levels. S/he also
engages in Partner’s capacity building.

Coordinate
the overall management of the project which include but not limited to:

- Lead
Sensitization campaigns through collaboration with other partners in
relation to project objectives - Support
the implementation of project activities as outlined in the project Log
frame. - Conduct
local advocacy work with the District and Donor community to increase the
budget allocation to support girls futures through GBV prevention, - Elaborate/Manage
and supervise the preparation of the budgets - Ensures
that project administrative processes are carried out in conformity with
the agreed standards and policies, to ensure alignment to the project
objectives - Facilitate
information sharing, communication and coordinate activities among project
stakeholders/partners; - Prepare
project reports including Project Outline in line with agreed budgets and
activities in the Fund Agreement Document (FAD); - Responsible
for the field verification of project budget expenditures to ensure that
project funds are spent as planned - Coordinate
Project visits and prepare visits reports including meetings reports - Promote
and abide by internal policies and procedures including but not limited
to: Child Plan Protection Policy and Code of Conduct - Participate
in the preparation of the project annual budget and monitor the budget by
use of corporate monitoring tool (SAP) - Ensure
that fixed assets are adequately maintained, inventoried and are only for
the project official business. - Manage
in collaboration with the M&E staff, monitoring and evaluation of the
project and according to the project M&E framework and FAD monitoring
requirements. Track changes over time - Supervises
performance report of the project frontline staff - Planning
in collaboration with local partner NGO (YWCA), all activities of the
project as well as budgeting - Prepare
project work plans in collaboration with JNO project staff - Prepare
quality quarterly narrative reports that are shared with JNO - Joint
line management of any project staff together with Program Unit Managers - Together
with other project staff reflect on the projects successes and what is and
is not going well. Use this information to inform the projects
design and discuss findings internally within Plan International Rwanda
and with JNO. - Represent
Plan International Rwanda at any delegated workshops, meetings etc - Responsible
for the effective implementation of project activities in the field as
well as for the budget expenditures. - Review
partners reports and provide written feedback and recommendations to
Gender Advisor and PSM for the final approval - Provide
technical input and ensure supervision of the performance appraisals and
report of the project frontline staff in collaboration with PUMs.

organizations or INGOs would be an added advantage. - Working
experience in all areas of project cycle management and experience and
