Project
Background
The
Private Sector Driven Agricultural Growth (PSDAG) project is a five-year
(August 2014- August 2019) USAID-funded initiative implemented by International
Resources Group (IRG) with the aim of increasing smallholder incomes by
promoting private sector investment. PSDAG has two primary

complementary
objectives: (1) To assist the Government of Rwandan (GoR) to increase private
sector investment; and (2) To facilitate increased private sector investment by
upgrading agricultural value chains. PSDAG leverages USAID funding with private
sector investment through its Value Chain Competitiveness Fund (VCCF) using
grants under contract.

PSDAG’s
portfolio of grants is increasing and PSDAG seeks to hire an additional Grants
Manager
and Grants Assistant to support the management,
implementation and monitoring of the PSDAG VCCF grants program.  The
Grants Manager is in charge of implementation and management of the project’s
grants program. The Grants Assistant supports the Grants Manager in his/her
duties.
Below
are the full job descriptions, duties and qualifications for each position.
Position
No 1: GRANTS
MANAGER                     
Purpose
The
Grants Monitoring Manager is in charge of implementation and management of the
projects grants program that leverages and increases private sector investment
in inclusive agriculture.
Objective
and Duties
  1. Coordinate
    and oversee all PSDAG grant processes from the advertisement of the
    program to the closing out of grants. Takes a proactive leadership role to
    ensure that all documentation is accurate and complete and that processes
    are implemented in a timely and efficient manner.
In
compliance with PSDAG Grants Manual and USAID rules and regulations, duties may
include:
  • Manage
    and draft program design documents and advertisements including Annual
    Program Statements and Requests for Applications;
  • Manage
    the competition and selection process of potential grant recipients;
  • Host
    applicant conferences for potential grantees on selection, negotiation and
    management procedures and management tools.
  • Ensure
    all timely communication with potential applicants with a customer
    service-focus;
  • Coordinate
    the process and prepare all documentation for the grant application
    analysis and approval with Technical Team and Grant Technical Evaluation
    Committee;
  • Complete
    pre award assessments and environmental assessments with support from
    Technical Team;
  • Manage
    grant negotiation and award processes; complete due diligence on grantees,
    review, analyse and document that budget costs are reasonable, allowable
    and allocable to PSDAG. Communicate with grantees on a timely basis,
    requesting information and documentation as needed in a clear and responsive
    manner; engage Technical Specialists as needed.
  • Prepare
    Memorandum of Negotiations and Grant Agreements;
  • Ensure
    all required backup documentation is on file and accurate for internal and
    USAID approvals; upload approved grant packages to project shared drives
    and SharePoint system.
  • Coordinate
    with the Technical Team to provide input and reviews as needed throughout
    the selection, negotiation, award and management processes.
  • Review
    grantees’ funding requests and technical reports and ensure deliverables
    are on file.
  • Carry
    out field visits to prospect grantees as required.
  • Oversee
    the grant calendar and ensure that internal and external meetings,
    debriefs and conferences are schedule in advance and are communicated to
    applicants and grantees.
  • Oversee
    the procurement of in-kind goods and services to be granted to project
    beneficiaries, obtaining technical input on specifications, costs and
    quality. Ensure the timely and documented delivery of any in-kind good or
    services to beneficiaries.
Manage
the overall operations and administration of the PSDAG grants program.
Duties
may include:
  • Monitor
    ADS 303 and make recommendations for changes to the grants manual; keep
    the grants manual up to date with all current templates
  • Maintain
    grant trackers for the pipeline and payment projections for grant
    management and fund disbursements; ensure trackers are update and accurate
    on a weekly basis.
  • Write
    sections of USAID performance reports and work plans related to the grants
    (on a monthly, quarterly and annual basis).
  • Support
    internal training programs for PSDAG staff by identifying specific needs
    and preparing training materials.
  • Manage
    1-2 Grant Assistants; assign defined responsibilities, review work product
    and ensure timeliness and quality of deliverables.
  • Communicate
    problems or reasons for delays in advance to supervisor.
  • Carry
    out any other duties assigned by the Chief of Party or direct supervisor
    within the project’s objectives and the employee’s responsibilities and
    skills.
Qualifications
  • University
    degree (BAC+4 level) in business, economic development, project management
    or financial management; post-graduate degree in relevant field preferred.
  • 5
    years of proven experience in grants management; at least 3 years of which
    is working with USAID grants under contract, preferably in agriculture or
    economic growth.
  • Working
    knowledge of USAID grants management procedures, rules and regulations.
  • Excellent
    communication and writing skills in English.
  • Mastery
    of Microsoft Office applications, with excellent Microsoft Excel skills
    and the ability to develop and implement various grants management tools
    and resources.
  • Solution
    oriented and strong leader; able to work without supervision and take
    initiatives while maintaining a collaborative approach.
  • Strong
    communications skills with a focus on
    customer-focused support.
Reporting:
The
Grants Manager works under the direct supervision of the Sr. Technical Advisor
for Private Partnerships and in close collaboration with the Director of
Finance and Administration.
