Deputy Chief
of Party, Rwanda YEP Project
Effective with the
release of this position announcement, Winrock International is recruiting
local Rwandan applicants for the position of Deputy Chief of Party for the
anticipated USAID-funded “Youth Employmen
t Project (YEP)” project in Rwanda.
The proposed objective of the project is to increase stable employment for
vulnerable youth in Rwanda. The nation-wide project will align with USAID’s
Feed the Future and have a focus on workforce readiness and youth
entrepreneurship.
The
responsibilities, duties, and qualifications are described in the attached
position description. Position is contingent upon receipt of donor funding.

Deputy Chief of Party, Rwanda Youth Entrepreneurship Project (YEP)

Position
Summary:
The Deputy Chief of
Party will assist the COP to provide technical leadership and oversight of
programmatic activities to ensure quality, timeliness, and efficiency of all
products and activities generated under Youth Employment Project. The program
goal will be to increase stable employment for vulnerable youth in Rwanda.
Position is contingent upon receipt of donor funding.
ESSENTIAL
RESPONSIBILITIES:
In the absence of
the Chief of Party, the Deputy Chief of Party will be responsible for technical
leadership, administrative oversight, and overall coordination of the activity.
S/he will also serve as the principle institutional liaison with USAID and key
stakeholders. S/he will manage staff and ensure Youth Employment Project meets
goals and reporting requirements, as well as ensure the quality, timeliness,
and efficiency of all products and activities generated under Youth Employment
Project.
Assist
COP manage the Rwanda YEP Project, which includes developing and overseeing
annual planning; timely, high quality implementation of activities; and
monitoring and evaluation of project implementation and deliverables;
Oversee
day-to-day management of the project, including technical components, in
coordination with the COP, financial management, human resources and project
implementation
Support
COP along with home office and field staff, prepare and submit timely and
accurate activity, financial, and procurement reports to USAID and Winrock;
Communicate
and coordinate with program staff on technical and administrative issues,
project implementation, work plans, and budgets;
Service
as principal institutional contact with USAID and other key stakeholders,
reporting regularly for formal review sessions and providing ongoing, informal
updates of program progress;
Represent
the project and Winrock to donors, local and national government entities, the
media, local NGOs, and the local business community;
Ensure
appropriate implementation of program strategy and strict adherence to USAID
rules and regulations;
Contribute
to technical direction and activity implementation in areas agreed upon with
the COP;
Develop
strategies for working with local government, private sector partners,
trainers, and youth;
Serve
as acting COP when the COP is away from post;
Carry
out other tasks as designated by COP;
Other
duties as assigned.
candidates will have strong management skills as well as salient experience
implementing demand-driven youth employment, workforce development, enterprise
development, youth development or education programs, preferably in
Central/East Africa. Specific experience and specialization in the areas of
workforce readiness; entrepreneurship skills training; creating/maintaining
partnerships with private sector companies, CSOs, youth oriented organizations;
experience in curriculum development and training of trainers; and knowledge
regarding gender disparities and women’s empowerment is strongly desired.
Significant project management experience and leadership is highly desired.
required in economics, business, international development, public policy,
education or other relevant field. A Bachelor’s degree in a relevant field with
12 years of experience may be substituted for a Master’s degree.
minimum of 7 years’ experience working on youth employment, workforce
development, enterprise development or inclusive economic growth, including at
least 5 years demonstrated project management experience.
in the Central/East Africa region is required, and Rwanda strongly preferred.
Management
experience on projects that boost the performance of rural micro and small
enterprises through the use of market development principles.
Excellent
track record of achieving results in workforce systems development and capacity
building activities.
Experience
managing to the highest ethical standards international projects.
Demonstrated
leadership and administrative skills in the management of complex,
multi-activity programming, on time and on budget.
Experience
in strategic planning and implementation of strategic plans.
Financial
management, budget design, and budget management experience.
Experience
designing and implementing or overseeing monitoring and evaluation systems.
Good
track record working with and/or partnering with a variety of individuals and
organizations, including senior US and host country government officials,
international agencies, private sector companies, and donor organizations.
Skills/
Knowledge:
Knowledge
or understanding of social, economic, and political context governing youth,
education, and workforce readiness policy issues in developing countries.
Experience
and/or familiarity with implementing or overseeing evaluations a plus
Experience
providing support to workforce readiness curriculum development,
entrepreneurship trainings, job networking, and local organization capacity
building.
Knowledge
of US Government regulations, policies, and procedures or those of an
equivalently complex international government funding organization.
Knowledge
of USAID and specific understanding of the USAID Feed the Future and USAID
Forward as well as youth employment goals under the Rwanda Country Development
Cooperation Strategy is desirable.
Demonstrated
effective interpersonal skills, creative problem solving, conflict, and ethical
management skills.
Fluency
in English is required. French and/ or Kinyarwanda language is preferred.
Excellent
written and oral communication skills.
Computer
literate in word processing, spreadsheet, and presentation software
(Microsoft).
