USAID/Uganda is recruiting a qualified individual to fill the position of
Program Management Specialist (HIV/AIDS-Prevention).

Basic Function of the Position: ” The incumbent serves as the team’s
leader on HIV/AIDS prevention issues and provides leadership in identifying
opportunities for USG engagement in HIV/AIDS prevention programming. He/she is
will take a lead role in identifying ways for effective collaboration and
coordination with the Government of Uganda and other development partners.
He/she will work across D03 and other office in the mission to support a
coordinated, strategic approach to HIV prevention programming.

Qualifications/Education/Experience: ,

a. Education:

Masters Degree in Public Health, Medicine, Social or Behavioral Sciences.

b. Experience:

Eight years of progressively responsible experience in HIV/AIDS strategy and
program development and implementation, with specific reference to prevention
cl‘ sexual transmission in diverse contexts; increasingly responsible
experience in the design, implementation, monitoring and evaluation of
international HIV/AIDS prevention, behavior change communication (BCC) and
community based initiative, including program design, implementation and
evaluation in developing countries. Demonstrated ability to interpret and apply
relevant regulations, policies, and operational guidelines of entities such as
the U.S. Govemment, interactional health organizations, or international
development organizations; Demonstrated knowledge of USAID and PEPFAR processes
through which HlV/AIDS programs are planned; reviewed, approved, implemented
and evaluated; Demonstrated ability to work collaboratively and effectively in
a high performance environment and under tight deadlines.

c. Language:

Level IV (fluent) English language proficiency, speaking and writing is required.

d. Job Knowledge:

Experience in disseminating, analyzing and building the capacity of
practitioners to use HIV/AIDS epidemiological data; Demonstrated program design
and effective implementation experience in generalized epidemic settings;
Comprehensive understanding of HIV/AIDS preventions, BCC, and community-based
initiatives, including program design, implementation and evaluation;
Experience in translating data into EFEGIIOELIOW income settings, Experience in
behavior change methodologies and their application to HIVIAIDS; Demonstrated
ability to apply policy directives to activity design, implementation and
monitoring and evaluation; Knowledge of or experience wotking with the
Presidents Emergency Plan for AiDS Relief.

e. Skills and Abilities:

Proven interpersonal skills and experience in working effectively in an
independent capacity, and as a member of a team; Demonstrated skill to deal
effectively and diplomatically with multiple U.S. and host country government
agencies, non-government organizations, faith- based organizations and/or the
private sector; Evidence of excellent interpersonal, facilitation, and teamwork
skills/experience; Demonstrated ability in building and maintaining close
counterpart relationships, both governmental and in the community

Demonstrated ability to work collaboratively and effectively in a high
performance environment: under tight deadlines. Must have proven ability to
communicate quickly, dearly and concisely- both orally and in writing in
English; Excellent verbal and written communization skills including a
demonstrated ability to write technical documents and give state of-the-art
presentations ; Excellent computer skills (MS Word, Excel, Power‘ Point, and
Outlook, Access, and statistical and other relevant software) are required for
effectively operating in this position. Good computer skills are required to
implement, analyze, and monitor, and manage activity goals, inputs, outcomes,
and achievements, both program and impact
