JOB PURPOSE:
The Finance Officer
will be responsible for e
nsuring compliance with donor requirements and
organizational finance and administration procedures. He/she will be
responsible for ensuring accuracy of accounting records and books of accounts.
Major
Responsibilities
- Assist
in the preparation of annual budget and project budgets; - Verify
payments for field activities and ensure accountabilities for field
activity advances are accurate and obtained on time; - Verify
whether all the support documents are accurate, complete and have followed
the procurement procedures of the organization; - Record
the accounting transactions in Quickbooks on timely basis; - Prepare
monthly payrolls and payments of statutory deductions; - Prepare
monthly bank reconciliation statements; - Maintain
proper filing of the accounting records; - Verify
requests for petty cash reimbursements and conduct surprise petty cash
counts; - Verify
whether the payments are in accordance with the annual budgets and prepare
quarterly budget execution reports; - Check
compliance with procurement procedures before making payments and in
accordance with the annual procurement plan; - Ensure
requests for VAT reimbursement are prepared on time and follow up on
reimbursement - Supervise
the work of the driver/logistics officer such as renewal of vehicle
registrations, vehicle maintenance, vehicle inspection, renewal of vehicle
insurance, etc. - Participate
in meetings and other events organized by donors and other stakeholders
related to finance; - Provide
the information required during the annual audit of the organization and
project audits; - Assist
the Finance Manager in compiling quarterly, semi-annual and annual reports
to donors; - Update
regularly the inventory of assets; - Supervise
the work of the accountant; - Perform
other related duties as required.
DESIRED
COMPETENCES
- Minimum
of a Bachelor’s degree in accounting , related field, professional
qualification highly desirable - At
least 3 years of experience in a similar position - Excellent
verbal and written communication skills in English or French and
Kinyarwanda - Knowledge
of Quickbooks accounting software desirable - Have
experience in and be familiar with USAID implementation programs
desirable.
