Purpose: 
How does this post support Plan’s strategy and mission?
Working
in 50 developing countries across Africa, Asia and the Americas, Plan
International aims to reach as many children as possible, particularly those
who are excluded or marginalized with high quality programs that deliver long
lasting benefits by increasing its income, working in partnership with others
and operating effectively.
Plan
International is committed to responding to children affected by emergencies in
the countries of our operation.
Dimensions
of Role:
Plan
International Rwanda has been responding to the Burundi emergency since the
beginning of April 2015 as result of Political atrocities that saw about 70,000
Burundian fleeing to Rwanda. Currently they are hosted in Mahama Camp with
receptions centers in Nyanza and Gashora.
The
Field Protection Manager will lead and manage the Mahama Camp and
Nyanza/Gashora Emergency Response Team (ERT) and be the interface between the
Emergency Response Team and the Country Office. The Field Protection Manager is
responsible for the quality and effectiveness of Plan’s emergency response.
He/she is the leader of the Field Emergency Response Team, responsible and
accountable for developing, coordinating and managing all emergency activities
in Mahama Camp, Nyanza and Gashora reception centres . The Field Protection
Manager has overall responsibility for the security and well-being of field ERT
staff, plus management of programs and assets.
The
Field Protection Manager is expected to provide strategic leadership in the
Burundi emergency response with regards to CP and SGBV interventions and
strengthen the country office’s overall capacity to be prepared and respond to
emergencies in accordance with accepted principles and practices, as well as
strategically integrate emergency programming within the overall program
approach.
Key
area of responsibility
  •  To
    carry out rapid needs assessment, reporting and designing of response plan
    in accordance to UNHCR and other donor requirements of existing systems.
  • To
    liaise closely with UNHCR, UNICEF, ADRA, MIDIMAR, and other partners
    through different clusters.
  • To
    conduct child protection risks identification, analysis and mapping in
    each camp and develop participatory mitigation actions.
  • To
    support all operational (budget tracking, outputs/outcome tracking,
    reporting tracking) and administrative (procurement and payments) duties
    in relation with the response and co-ordination with other departments at
    Country Office and camps
  • To
    report regularly to the achievements and updates of the Response Plan to
    the SBGV/Protection Project Manager, PSM
  • To
    represent Plan International in interagency and coordination mechanisms
    set up by the UN, INGOs and the government at local level and make sure
    our interventions are factored in overall District Development Plan.
  • To
    brief press, media, other agency staff and Plan supporters as agreed with
    the GBV & CP Project Manager and Communications Coordinator.
  • To
    train and brief Plan staff on child protection policy, standards and GBV
    prevention and case management and community mobilization, particularly in
    emergencies.
  • To
    ensure that all project implemented are CCCD standards and levels
    friendly. This includes the introduction of mechanisms to enable women and
    children to participate in decisions making around camp issues.
  • To
    facilitate and provide inputs to the development of a MER/PQA plan for
    each of the grant funded project secured for the response and produce
    weekly, monthly and quarterly updates with the MER/PQA Officer.
  • Maintain
    ongoing surveillance of the developing humanitarian emergency situation
    and adjust activities accordingly.
  • Ensure
    adequate monitoring, reporting and acquittal of emergency activities in
    accordance with Plan International DRM strategy, policies and protocols.
  • Ensure
    emergency activities are carried out in accordance with the Sphere Minimum
    Standards and Humanitarian Charter in disaster response.
  • Work
    in collaboration with HR to keep a roster of local staff trained on
    emergency response and endorsed by Plan International Rwanda leadership.
  • Ensure
    that at least 90 % of field staff are trained on disaster risk management,
    rapid needs assessment, community based early warning system, and
    community resilience; with at least 23 communities with functional
    community based early warning systems.
  • Overall
    responsibility for preparation of field quality reports and updates to IH
    / NOs / RO;
  • Support
    in ensuring positive coverage and the timely provision of situation
    reports and fundraising materials.
  • Ensure
    all information, publicity and fundraising material recognizes and
    respects the dignity of disaster survivors.
  • Conduct
    performance appraisals of Field Emergency Response Team staff and ensure
    regular feedback and mentoring on individual performance.
Dealing
with Problems:
The
position involves a high degree of complexity:
S/he
takes decisions such as the type and appropriate capacity building needed for
different groups and also filter information to share at different level. Even
though the incumbent duties are checked by his/her supervisor, an error of
judgment in developing strategy or incorrect analysis of a specific situation
could jeopardize Plan reputation within the country. In addition, there is
consistent pressure of work from different levels of the organization and
within communities.
Therefore,
the post holder will demonstrate the ability to problem solving, thinking
strategically while introducing new initiatives or strategy, and in
communication and facilitation to meet the demands of a dynamic and sometimes
unpredictable operating environment.
The
post holder supports other Program Managers, Project/program Coordinators at PU
in defining advocacy issues and in implementing child rights projects to ensure
high quality and impact of interventions. This will encompass strengthening
accountability, planning, management, adherence to policies and procedures, and
promoting a culture for delivery of results, both short and long term.
But
s/he does not have financial approval authorization.

Experience
  • Postgraduate
    qualification in Humanitarian or Disaster related field.
  • At
    least 3 years experience in GBV and Child Protection program design and
    implementation,
  • At
    least 3 to 5 years practical experience working with NGOs in
    human/children rights, protection, or related programs at management
    level.
  • Demonstrate
    experience in developing strategies and designing program interventions,
    including monitoring and evaluation
