Job
Designation:
                 Finance and Administration
Officer (FAO) 
Location:                              CBM
Rwanda Country Office/Kigali-Rwanda
I.    Purpose: 
The Finance and Administration Officer will be
responsible for the Finance and Administration of CBM Rwanda Country Office. He
will be also responsible for financial monitoring of CBM supported
programmes/projects in Great Lakes Region.
II. Reporting:
The
incumbent will report to the Country Representative.
 
III.   Mandated Aims:
  • Assist in the
    budget preparation process.
  • Provide
    financial advice and support to Country Office Staff, Partners and
    Projects.
  • Developing
    financial management mechanisms that minimize financial risk of CBM funds.
  • Providing
    timely and accurate financial information.
  • Ensuring
    general administration of the Country Office.
IV.Core
Responsibilities:
 
financial Operations & Reporting
  • Ensure that all
    financial transactions are properly documented and filed in a
    chronological manner in-line with the approved budget(s).
  • Ensure that all
    financial data is properly entered in the accounting system using the
    correct budget codes.
  • Ensuring cash
    and bank reconciliations are performed on a monthly basis and submitted to
    the Country Representative for approval.
  • Prepare and submit
    regular financial reports of the Country Office to the Country
    Representative.
  • Liaising with
    both internal and external auditors to ensure ad-hoc and annual audit
    processes for both the Country Office and partner projects run smoothly.
  • Ensure proper
    procurement procedures are maintained at all times.
treasury management
  • Forecasting the
    financial needs of the Country Office and all such project funds held at
    the Country Office.
  • Analyzing and
    monitoring of CO operational costs and advising the Country Representative
    on prudent cash flow management practices. 
  • Ensure that
    call-ups for the Country Office are submitted on a timely basis.
Office Administration
  • Manage and
    supervise administrative functions.
  • Manage and
    supervise administrative support staff including the Logistics-Finance & Administration
    Assistant
    .
  • Responsible for
    the procurement of office supplies and services.
  • Ensure a proper
    workplace environment.
  • Maintain
    updated and well organized staff files.
  • Maintain and
    keep on track staff work contracts, job descriptions, KPOs, performance
    appraisals and annual leaves.
  • Provide advice
    to the Country Representative on HR matters.
  • Ensure staff
    salaries, PAYE (TPR), pension, and medical insurance are paid in time.
  • Minute taking
    for staff meetings and other meetings as required.
  • Act as the main
    point of contact for visitors. 
Partner capacity building
  • Provide support
    and advisory to partners in administrative and financial management.
  • Provide support
    and advisory to partners in budget implementation.
  • Conduct
    financial monitoring visits to CBM funded programmes/projects.
  • Analyze
    financial and audit reports from CBM funded programmes/projects.
  • Participate in
    partner assessments.
  • Participate in
    developing projects concept notes and MYPs.
V.  
Qualifications and Experience:
  • University
    degree in Management, Accounting, Finance, Business Administration or any
    other relevant field.
  • A professional
    qualification in accounting (CPA, ACCA, and CIMA) is an advantage.
  • At least three
    (3) years experience in a similar position within a reputable development
    organization.
VI.Competencies and
Skills:
  • Basic Project
    Cycle Management knowledge.
  • Knowledge and
    experience in accounting software (QuickBooks is a definite advantage) and
    Microsoft packages such as Outlook, Word, PowerPoint, Excel, and Access.
  • Basic skills in
    training partners in practical financial management.
  • Effective
    interpersonal and communication skills.
  • Quality results
    oriented.
  • Ability to work
    under pressure within strict deadlines and prioritize tasks efficiently.
  • High degree
    independency from close supervision.
  • Reflects CBM
    values in daily work.
  • Ability and
    willingness to travel to remote areas, mainly within East Africa Region.
  • Excellent
    written and spoken English and French.
