International has been working in Rwanda since 2007 with a major focus on four
country programs:  Right to Access Quality and Inclusive Education, Right
to Early Childhood Care and Development through United Communities, Right to
Youth Economic Security through Active Citizenship and Right to Protection.
Plan currently operates in Gatsibo, Kayonza, Rwamagana, Bugesera and Nyaruguru.
Plan International Rwanda has recently entered into partnership with UNHCR as
partner implementing Sexual & Gender Based Violence Responses and Child
protection in all Refugees Camps across the country.
Plan
has a strict child protection policy and guidelines that all staff must follow
at all times. All staff are expected to help ensure all Plan associates know,
understand and follow these and take an active role in the protection of all
children from abuse and exploitation.
To
facilitate the implementation of its activities, Plan International Rwanda is
inviting applicants from suitably qualified Rwandan nationals to fill the

Context
and rationale
Rwanda
currently hosts over 75,000 Burundian refugees across refugee camps and urban
areas of Kigali. The UN Burundi Regional Refugee Response Plan (RRRP)
highlights protection of Burundian refugees and the need for protection
programming as the highest concern in order to maintain a safe and secure
protection environment for fleeing Burundians. It is against this backdrop that
Plan has partnered with Swedish Broadcast Foundation to contribute to the
refugee response focusing on strengthening protection for unaccompanied and
separated children, through improved education, alternative family-based care
and psychosocial support.
The
Alternative Education Officer is in charge of the direct day to day
implementation and reporting on the alternative education activities in Mahama
refugee camp and will directly report to the Alternative Education Coordinator
based in Mahama refugee camp. S/he will supervise an Alternative Education Para
social workers and community mobilisers as necessary.
The
Alternative Education Officer will be responsible for the identification of out
of school children interested in literacy/numeracy courses, provide them
psychosocial support by means of individual counselling sessions and home
visits and the ensure effective day to day education activities at the
recreational centre.
Objectives
and scope of work
In
collaboration with the Emergency Response Team in Mahama and Alternative
Education Coordinator, the Alternative Education Officer will:
  • Participate
    in the identification process of out of school children interested in
    literacy/numeracy courses
  • Participate
    in the provision of literacy and numeracy lessons to children enrolled in
    the alternative education program
  • Support
    capacity building (daily coaching) of volunteers on the appropriate use of
    the alternative education curriculum
  • Provide
    psychosocial support to children participating in alternative education
    activities
  • Support
    the effective operation and management of the recreational centre for
    alternative education activities
  • Conduct
    occasional case studies for children enrolled in the alternative education
    program
  • Participate
    in education assessments, focus groups, surveys, etc.
  • Facilitates
    community dialogue sessions and trainings on alternative education
  • Support
    community engagement and mobilization effort on alternative education
  • Work
    in collaboration with UNICEF, UNHCR, MIDIMAR, and other
    partners/stakeholders.
  • Support
    the provision of regular updates and reports on all alternative education
    activities for different stakeholders.
Key
deliverables and indicators for success
  • Provide
    inputs into weekly, monthly and quarterly progress reports on the
    protection activities in the camp
  • Provide
    counselling services to children enrolled in the alternative education
    program
  • Collect,
    share and disseminate project best practices and lessons learnt on a
    quarterly basis
  • Submit
    report for all field visit activities and various trainings and meetings
  • Facilitate
    trainings for volunteers, stakeholders and project staff
Methodology
  • Duration
    of the assignment: 6 months – starting 1 July and ending 31 December 2016
    with possibility to renew upon funding availability (contingent fund).
  • Alternative
    Education Officer will undertake a thorough induction process on the
    project design and implementation plan and strategy and donor guidelines.
  • Assessment:
    regular, participatory assessments/feedback surveys will be conducted with
    refugees. Findings will be shared with a variety of actors.
  • Supervision:
    the Alternative Education Officer will manage community mobilizers
    whenever necessary
  • Information
    management: the Alternative Education Officer will be responsible for
    ensuring the collection of relevant and quality data on all alternative
    education activities.
  • Working
    in collaboration: the Alternative Education Officer will work closely with
    UNHCR, UNICEF, ADRA, MIDIMAR, district authorities, implementing partners
    and National Police
  • Plan’s
    child-centered community development approach as well as international
    minimum standards/guidelines and localized SOPs will guide the
    implementation of project activities.

Job requirements
Skills
  • Good
    knowledge and understanding of education issues especially for of out of
    school and vulnerable children at risk and victims of abuse, exploitation
    and violence, including teaching methodologies and community involvement
    in schools.
  • Good
    experience providing counselling services that are gender-sensitive and
    child friendly.
  • Good
    skills in monitoring, evaluation, research and conducting participatory,
    community-led assessments.
  • Strong
    community mobilization skills
  • Ability
    to work individually and within a team with limited supervision. A
    self-starter.
  • Good
    analytical, problem solving and project planning skills
  • Able
    to communicate clearly and strategically with internal and external
    stakeholders as a representative of Plan. This includes effective
    negotiation and representation skills.
  • Good
    capacity building/training/coaching/mentoring skills with communities and
    internal and external staff
  • Computer
    knowledge – Microsoft Word, Excel, Outlook
  • Strong
    command of both written and spoken English and Kinyarwanda is required.

Experience
  • University
    degree or equivalent in Education or in relevant field
  • Minimum
    of two years of proven experience in the relevant field (preferred in the
    field of girls’ education especially of underprivileged children) with
    NGOs or UN agencies.

    experience in counselling children

    working with in emergency settings

    working with refugees and other vulnerable populations (ideal)

Alternative Education Officer will regularly interact with children and youth
in and out of the refugee camp setting. The Alternative Education Officer will
be based in Mahama camp in Kirehe District with potential travel to Kigali,
other camps and within the district of operation.
