to Early Childhood Care and Development through United Communities, Right to
Youth Economic Security through Active Citizenship and Right to Protection.
Plan currently operates in Gatsibo, Kayonza, Rwamagana, Bugesera and Nyaruguru.
Plan International Rwanda has recently entered into partnership with UNHCR as
partner implementing Sexual & Gender Based Violence Responses and Child
protection in all Refugees Camps across the country.

Plan
has a strict child protection policy and guidelines that all staff must follow
at all times. All staff are expected to help ensure all Plan associates know,
understand and follow these and take an active role in the protection of all
children from abuse and exploitation.
To
facilitate the implementation of its activities, Plan International Rwanda is
inviting applicants from suitably qualified Rwandan nationals to fill the

Context
and rationale
Rwanda
currently hosts over 75,000 Burundian refugees across refugee camps and urban
areas of Kigali. The UN Burundi Regional Refugee Response Plan (RRRP)
highlights protection of Burundian refugees and the need for protection
programming as the highest concern in order to maintain a safe and secure
protection environment for fleeing Burundians.
It
is against this backdrop that Plan has partnered with Swedish Broadcast
Foundation to contribute to the refugee response focusing on strengthening
protection for unaccompanied and separated children, through improved
education, alternative family-based care and psychosocial support.
The
Alternative Education Coordinator is in charge of the coordination,
implementation, monitoring and reporting on the alternative education component
of the project in Mahama refugee camp and will directly report to the Senior
Protection Manager based in Mahama refugee camp. S/he will supervise an
Alternative Education Officer in the day to day implementation of alternative
education activities.
The
Alternative Education Coordinator will be responsible for guiding the
Alternative Education Officer, Para social workers and community mobilisers on
the identification and teaching of out of school children interested in
literacy/numeracy courses, provide them psychosocial support by means of
individual counselling sessions and home visits and the effective operation of
the recreational centre to run alternative education and protection activities.
Objectives
and scope of work
In
collaboration with the Emergency Response Team in Mahama and Field Protection
Manager, the Alternative Education Coordinator will:
  • Be
    responsible for the coordination, implementation, monitoring and report of
    all alternative education activities including supervising and providing
    guidance and technical support alternative education staff and volunteers.
  • Support
    the review of the curriculum developed for basic literacy and numeracy
    sessions by a consultant.
  • Organise
    in coordination with a consultant the training of staff and volunteers in
    the provision of the curriculum for basic literacy and numeracy and
    conduct courses to students.
  • Lead
    the identification process of out of school children interested in
    literacy/numeracy courses, and the assessment of their level of literacy
    and numeracy skills.
  • Ensure
    the timely commencement of the literacy and numeracy classes for out of
    school children.
  • Provide
    guidance to staff and volunteers for the implementation of psychosocial support
    to children participating in alternative education activities
  • Ensure
    the effective operation and management of the recreational centre for
    alternative education activities including children’s protection, project
    staff safety and security.
  • Provide
    refresher training and capacity building (daily coaching) of staff members
    and volunteers on the appropriate use of the alternative education
    curriculum
  • Support
    the training of female and male stakeholders (camp leaders, partners, and
    host-community police) and community mobilizers and children on child
    labor/trafficking, and exploitation.
  • Support
    the establishment and effectiveness of complaints/feedback mechanisms at a
    camp and school level.
  • Support
    in conducting monitoring and evaluation of the program, including
    occasional case studies
  • Ensure
    effective coordination with Plan International Child protection, SGBV and
    Community Engagement teams and other partners including MIDIMAR, UNHCR,
    ADRA, Save the Children and UNICEF in the implementation of alternative
    education activities.
  • Produce
    regular updates and reports on all alternative education activities for
    different stakeholders as well as donor narrative reports of high quality
    (in collaboration with line manager and the Program Quality Assurance
    Officer).
  • Ensure
    project staff safety and security, and ensure all Plan International
    policies and principles are upheld as well as International Minimum
    Standards for Child Protection and UNHCR’s guidelines
Key
deliverables and indicators for success
  • Provide
    technical support to staff and volunteers and supervision of all
    alternative education activities
  • Provide
    inputs into weekly, monthly and quarterly progress reports (financial and
    technical) on all alternative education activities in Mahama refugee camp
  • Participate
    in regular coordination meeting with all the actors in Mahama refugee
    camps
  • Collect,
    share and disseminate project best practices and lessons learnt on a
    quarterly basis
  • Submit
    report for all field visit activities and various trainings and meetings
  • Facilitate
    trainings for volunteers, stakeholders and project staff
  • Provide
    evaluations on staff performance in accordance with Plan Policies and
    Guidelines
  • Contribute
    to future alternative education/ EiE projects design and programming,
    including concept note development.
Methodology
  • Duration
    of the assignment: 6 months – starting 1 July and ending 31 December 2016
    with possibility to renew upon funding availability (contingent fund).
  • Alternative
    Education Coordinator will undertake a thorough induction process on the
    project design and implementation plan and strategy and donor guidelines.
  • Assessment:
    regular, participatory assessments/feedback surveys will be conducted with
    refugees. Findings will be shared with a variety of actors.
  • Supervision:
    the Alternative Education Coordinator will manage the Alternative
    Education Officer
  • Information
    management: the Alternative Education Coordinator will be responsible for
    ensuring the collection of relevant and quality data on all alternative
    education activities.
  • Working
    in collaboration: the Alternative Education Coordinator will work closely
    with UNHCR, UNICEF, ADRA, MIDIMAR, district authorities, implementing
    partners and National Police
  • Plan’s
    child-centered community development approach as well as international
    minimum standards/guidelines and localized SOPs will guide the
    implementation of project activities.

Job requirements
Skills
  • Strong
    knowledge and understanding of education issues especially for of out of
    school and vulnerable children at risk and victims of abuse, exploitation
    and violence, including teaching methodologies and community involvement
    in schools.
  • Strong
    experience providing counselling services that are gender-sensitive and
    child friendly.
  • Strong
    skills in monitoring, evaluation, research and conducting participatory,
    community-led assessments.
  • Excellent
    community mobilization skills
  • Ability
    to work individually and within a team with limited supervision. A
    self-starter.
  • Strong
    analytical, problem solving and project planning skills
  • Able
    to communicate clearly and strategically with internal and external
    stakeholders as a representative of Plan. This includes effective
    negotiation and representation skills.
  • Strong
    capacity building/training/coaching/mentoring skills with communities and
    internal and external staff
  • Computer
    knowledge – Microsoft Word, Excel, Outlook
  • Strong
    command of both written and spoken English and Kinyarwanda is required.

Experience

    degree or equivalent in Education or in relevant field

    field of girls’ education especially of underprivileged children) with
    NGOs or UN agencies.
  • Must
    experience in counselling children

    working with in emergency settings
