FUNCTION OF POSITION
FUNCTION OF POSITION
The
Accountant Analyst position is located in the Office of Financial Management,
USAID/Rwanda, Kigali. The primary purpose of this position is to formulate,
monitor, analyze, and review the Mission’s Operating Expense (OE) Budget of
approximately $4.5 million per year; prepare budget projections and requests
based on analysis of staffing levels, operational requirements, changing
economic environment and Mission/Agency trends; determine appropriate funding
source for various OE expenditures, record commitment and obligations in
Phoenix (Agency’s accounting and financial reporting system) and ensure that
obligations and disbursements are attributed to proper accounts. In addition,
the position also interprets Agency and other applicable rules and regulations
to advise the Chief Accountant, Controller, and other Mission personnel on the
proper application of funds and the propriety of funding requests; collects,
analyzes, prepares and submits Mission’s monthly and quarterly financial
reports, including reporting social security contributions to Rwanda Social
Security Board. The Accountant also assists the Controller and mission
management to strengthen internal controls and financial/administrative
procedures.
