vehicle for offering GIZ’s services to international clients.
GIZ
International Services is currently preparing its participation in a service
contract tender of the European Union in the agriculture sector. The purpose of
the contract is to provide technical assistance to enhance the Government of
Rwanda’s capacities in the agriculture sector for the sustainable use of land
and water resources, value creation and nutrition security.
The
project will focus on the following result areas:
  • Improved
    strategic planning, policy, monitoring and evaluation for 6 Ministries
    (finance and economic planning, agriculture, health, local government,
    natural resources, trade and industry)
  • Decrease
    prevalence of chronic malnutrition among young children,
  • Decrease
    seasonal food and nutrition security of vulnerable households
  • Improve
    and sustainable food utilization practices among rural households
  • Improve
    access of rural households to safe drinking water
  • Improve
    agro-environmental management of natural resources
  • Increase
    climate changes resilience of agricultural households
  • Increase
    access of households to agricultural advisory services
  • Increase
    quality standard compliance in agricultural and horticultural value chain
  • Improve
    market oriented rural infrastructure
Your tasks
As
the team leader of the project you will be responsible for planning, managing
and allocating the inputs of the long-term and short-term experts. Your task is
ensuring the successful implementation of all project activities in close
coordination with the main beneficiary institutions. You are responsible for
the achievement of client’s objectives. You maintain managerial oversight over
the project’s administrative and financial processes and ensure the compliance
with GIZ Orientation and Rules, as well as EU requirements. You steer the team
of international, regional and national staff according to GIZ’s personnel
policy. You represent the project internally within the GIZ Senior Management
Team and towards the GIZ Coordination Office Rwanda. To the outside, you
represent the project towards the client and governmental partners.
More
specifically you will manage the programme intervention in the following fields
of activity:
  • strategic
    planning, policy,
  • monitoring
    and evaluation,
  • food
    and nutrition security,
  • agriculture
    extension,
  • land
    management, irrigation, agroforestry,
  • agriculture
    finance,
  • agriculture
    value chain development,
  • agricultural
    decentralisation and
  • Public
    financial management.
Your profile
Qualifications
and skills:
  • 4-years
    university degree (or equivalent) in a relevant discipline (agriculture,
    agronomy, development studies, politics, economics etc.); or equivalent
    professional experience of at least 20 years
  • Proven
    verbal and written communication and presentation skills
  • Proven
    project management skills, preferably within the framework of European
    Union’s interventions
  • Strong
    command of business level written and spoken English
  • Strong
    interpersonal skills and team-work attitude, preferably in a multicultural
    environment
  • IT
    literacy (Office Word, Excel, PowerPoint, MS Project)
General
professional experience:
  • Minimum
    of 15 years of experience in rural development, agriculture, land and water
    resource management and nutrition security
  • Minimum
    of 8 years of professional international experience, including management
    of donor funded rural development programmes
  • Proven
    experience of capacity building for governmental institutions
  • Experience
    in the design and implementation of monitoring and evaluation systems in
    the public sector
Specific
professional experience:
  • Proven
    experience in as many as possible of the above described project
    components
  • Experience
    of team leadership with strong track record in managing a team composed of
    expatriate and local staff, preferably in EU funded projects
  • Work
    experience in Sub-Saharan Africa is required
  • Proven
    knowledge (work or research) of the Rwanda socioeconomic, political and
    legal framework is an asset.
