Background
The Centre of Excellence (CoE) project is co-financed by the State
of Israel and the Government of Rwanda to crea

te a self-sustaining centre
for horticulture production, training and the demonstration of new and more
efficient production methods and irrigation systems.

The selected site is located at the Expo Ground 12 km West of
Kigali, the centre will put special emphasis on building local capacities in
agriculture and agricultural entrepreneurship. and will conduct applied
agricultural R&D in order to adapt Israeli agricultural experience.
Technologies and innovations to local needs, serving all stakeholders in the
horticultural sector, from smallholders to large commercial farmers.
The CoE will also serve as an applied R&D centre,
demonstrating technologies relevant to different levels of farming, from small
holder to commercial scale. It will provide technical assistance to farmers
wishing to improve their production skills using, inter alia, practical
training solutions, field extension services/Farmer field schools.
The primary purpose of the CoE is to create a self-sustaining
centre for horticulture production, training, and the demonstration of new and
more efficient production methods including different irrigation technologies
and systems to mention but a few.
It is in this regard that the National Agricultural Export
Development Board (NAEB) would like to recruit self-motivated and qualified
employees who will work in the CoE. Employment will be on one year contract,
renewable after  successful performance evaluation.
VACANT POSITIONS FOR RECRUITMENT:

1. COORDINATOR OF THE COE
PRIMARY RESPONSIBILITIES
1) Directs daily and strategic operations for The Centre for
Excellence in Teaching and Learning including: office management, annual
planning, budget/fiscal planning and expenditures and individual personnel
performance management:
2) Provides leadership and oversight for the coordination and
implementation of all professional development programs:
3) Ensures good coordination with different departments on
specific professional development needs and requirements followed by the
design, development and delivery of appropriate training and professional
development.
4) Keeps abreast of research and new developments and approaches
in the field and actively participates as a presenter or attendee at state and
national conferences and workshops that involve a range of issues related to professional
development.
5) Analyses and disseminates data regarding the effectiveness of
implemented programs.
6) Communicates well with employees, other professionals, capacity
building institutions, and other professional organizations in a positive,
professional and productive manner.
7) Supervises assigned employees with the responsibility of
hiring, training and evaluating these individuals.

Qualifications and Experience required:
Master’s Degree in Agronomy, Horticulture and Crop
Science five years progressive work experience in decision making and
leadership positions with a background in planning, resource mobilization,
managing budgets, analyzing data and employee supervision.

2. ADMINISTRATIVE ASSISTANT
Main responsibilities
  1. Provide personal administrative support to management and the
    Board through conducting and organizing administrative duties and
    activities including receiving and handling information and visitors of
    the office of the Director.
  1. Prepare and manage correspondence, reports and documents.
  1. Organize and coordinate meetings, conferences, travel
    arrangements
  1. Specifically take responsibility in organizing Board
    meetings, ensuring all documentation for discussions prepared before
    hand and necessary logistics in place;
  1. Prepare and distribute invitations and minutes of the Board
    meeting within the specified time:
  1. Ensure Board allowances are prepared by rightful office and
    ready on time before the Board stlting.
  1. Take, type and distribute minutes of the meetings.
  1. Implement and maintain office filing and systems.
  1. Maintain schedules and calendars and arrange and confirm appointments.
  1. Organize internal and external events.
  1. Handle incoming mail and other material and deliver t0
    appropriate persons immediately, where immediate action is required,
    and either take action or refer to the officer responsible or
    Director for immediate response.
  1. Set up work procedures for the office of Director
  1. Maintain databases of important persons, institutions,
    companies etc of relevance to the office of Director.
  1. Communicate verbally and in writing to answer inquiries and
    provide information.
  1. Liaison with internal and external contacts and coordinate
    the flow of information both internally and externally operate
    office equipment and manage office space
Qualification and Experiences required:
A0 in Public Administration, Management, Sociology, Administration
and Management, Secretariat Studies with 2 years related working
experience.
Key competences required:
  • Verbal and written communication skills, Attention to detail,
    Confidentiality, Planning and organizing, Time management, Interpersonal
    skills, Customer-service orientation, reliability and Stress
    tolerance.
3. PRODUCTION MANAGER
PRIMARY RESPONSIBILITIES
Responsible for the quality and health and product delivery to and
from the farm.
General responsibilities.
  • To fulfill with diligence and fidelity the responsibilities
    or missions in conformity with his  responsibilities, according to
    the specific tasks detailed below;
  • To bring all care and aptitude to the good utilization of all
    resources. documents. Materials and equipment given to him to carry out
    his duties;
  • To keep full confidentiality of all information related to
    his work during and after the period of this agreement
Specific responsibilities
  • To assist the centre in forward planning of the production
  • Participate in decision making discussions for the management
    of the centre
  • To participate in budgeting and maintaining production
    financial records
  • To assist the centre in organising sales and purchases of
    inputs and farm equipments
  • To ensure handling paperwork and keeping production records
  • To participate in recruiting, training/instructing and
    supervising farm workers and managers
  • To make sure that production plans are implemented
    satisfactorily
  • To support the centre to ensure compliance with regulations
    and health and safety standards
  • To support the centre in resource mobilization and
    administrative requirement from different Partners/stakeholders
  • Identify, advise and ensure knowledge and skills transfer to
    farmers, extension agents and other stakeholders on modern production
    technologies and practices in horticulture;
QUALIFICATIONS
Education and Experiences required:
Master degree in Agronomy, horticulture or Crop Science, with 2
years working experience, or Bachelors degree in Agronomy, Horticulture or
Crop Science with 5 years working experience in leadership positions.
Key Competencies
  • High degree of integrity, Managerial & organization
    skills, Innovative, Fluent in written and spoken English. Knowledge
    of French and Kinyarwanda will be an added advantage.
  • Understanding of code of ethics and conduct of the Rwanda
    public service, Customer focus and Computer Literate.
4. PRODUCTION SPECIALIST (OPEN FIELD)
PRIMARY RESPONSIBILITIES
  1. To coordinate daily farm activities in coordination of the
    production manager.
  1. To insure all plantings and harvesting are done based on
    customers order.
  1. To follow up all activities including spraying. irrigation
    and picking.
  1. To oversee the application of all crop protection
    products(proper mixing of chemicals fertilizers … ) according to the
    guideline given in the trainings provided.
  1. Provide daily firm reports to the Head office as per
    specified timing sheet.
  1. Coordinate internal farm training provided by the Production
    Manager.
  1. Insure all farm activities carried out in the firm meet the
    required customer standards.
  1. The staff may be called upon to do other job depending on the
    current situation.
  1. Provide all daily data requirement from the farm.
  1. Insure all GAP Standards are maintained as per trainings
    provided.
  1. Coordinate with the Production Manager on delivery of farm
    inputs and equipments.
  1. Identify, advise and ensure knowledge and skills transfer to
    vegetable farmers on vegetables plantation technologies and practices;
  1. Identify, study and recommend improvement of projects for
    vegetables production;
  1. Facilitate linkages with farmers to support the increase of
    vegetables production using new technology
  1. Plan, communicate and coordinate production activities:
  1. Conduct training, seminars, workshops and mentoring of
    vegetables farmers in new production techniques
  1. Provide technical assistance to farmers wishing to improve
    their vegetables fanning and production skills using inter alia, practical
    training solutions.
  1. Provide monthly report to the supervisor

Qualifications and Experiences:
Bachelor’s degree in Agriculture, rop sciences, Crop Production,
Horticulture with 1 year working experience.

5. NURSERY SPECIALIST (FRUITS AND VEGETABLES)
PRIMARY RESPONSIBILITIES
  1. Identify strong and resistant rootstocks for fruits.
  1. Identify well performing varieties and introduce new fruits
    varieties.
  1. Introduce and evaluate improved varieties of vegetables.
  1. Assess local fruits and vegetables performance.
  1. Prepare healthy seedlings feelings pests and diseases.
  1. Plan, communicate and coordinate nurseries activities.
  1. Conduct trainings, seminars, workshops and mentoring of
    nurseries’ owners in new techniques.
  1. Provide technical assistance to nurseries’ owners wishing to
    improve their techniques and provide monthly report to the supervisor
    in time.
QUALIFICATIONS
Qualification and Experiences required:
  • Bachelor’s degree in Agriculture, Crop sciences, Crop
    Production, Horticulture with 1 year working experience.
  • Demonstrated experience in capacity building programmes or
    exposure to modern production techniques will be an added advantage.
Key competences required:

    to work toward their realisation and improvement under demanding

6. VEGETABLES SPECIALIST (PROTECTED PRODUCTION)
PRIMARY RESPONSIBILITIES
  1. Identify advise and ensure knowledge transfer on vegetables
    plantation technologies and practices;
  1. Identify, study and recommend improvement of projects for
    vegetables protected production;
  1. Facilitate linkages with fanners to support the increase of
    vegetables protected production using new technology
  1. Plan, communicate and coordinate protected production
    activities;
  1. Conduct training, seminars, workshops and mentoring of
    vegetables farmers in new protected production techniques
  1. Provide technical assistance to farmers wishing to improve
    their protected farming and production skills using inter alia,
    practical training solutions.
  1. Provide monthly report to the supervisor
QUALIFICATIONS
Education and Experiences required:
Bachelor’s degree in Agriculture, Crop sciences, Crop Production,
Horticulture with 1 year working experience. Demonstrated experience in
capacity building programmes or exposure to modern production techniques

7. ACCOUNTANT
PRIMARY RESPONSIBILITIES
  1. General accounting including preparing journal entries
    maintaining balance sheet schedules and ledgers and account and bank
    reconciliations;
  1. Assist in preparation of monthly report and support the
    Finance and Administration Manager in carrying out the responsibilities of
    the Finance department;
  1. Support in raising monthly closings and account analysis;
  1. Reconcile and maintain balance sheet accounts;
  1. General ledger operations;
  1. Prepare journal entries;
  1. Assist with monthly closings and preparation of monthly
    financial statements and monthly financial management reports:
  1. Assist with accounts receivable and accounts payable plus tax
    computations and returns;
  1. Assist in budgets and forecasts;
  1. Assist with preparation and coordination of the audit process
    while preparing all necessary documentation;
  1. Keep well documented financial records and respect all
    accounting procedures
  1. Manages all payroll information and records by directing the
    collection, calculations, and entering of data
  1. Ensure accurate employee data is uploaded for payroll
    processing payroll is executed Timely
  1. Generate reports supporting payroll changes and manage claim
    process.
  1. Responsible for processing the payroll from start to final
    while making necessary payments/deductions of statutory
Education and experience required:
A0 in Finance, Accounting, Management specialized in Finance /
Accounting Plus Level 1 Professional Qualification recognized by IFAC
(ACCA, CPA etc)

8. SENIOR IRRIGATION ENGINEER
PRIMARY RESPONSIBILITIES
  1. Co-ordinates maintenance of canals and other irrigation
    equipments
  1. Conducts technicians training on irrigation water management
  1. Identify advise and ensure knowledge transfer on irrigation
    technologies and practices;
  1. Provides technical assistance to farmers wishing to improve
    their irrigation system
  1. Conducts farmers and other extensionists’ trainings on
    irrigation through demonstrations.
  1. Identify and recommend appropriate irrigation method suited
    for the CoEirrigation plots area.
  1. Develop outreach programmes and provide technical backup on
    maintenance of irrigation infrastructure
  1. Provide monthly report to the supervisor
QUALIFICATIONS
Education and Experiences required
  • Bachelor’s degree in Agriculture Engineering, water &resource
    management with I year working experience.
  • Demonstrated experience in capacity building programmes or
    exposure to irrigation techniques will be an added advantage.
