Key

- To
Coordinate and plan operational activities in collaboration with the Site
Manager and manage and maintain Standard Operating Procedures (SOPs) and
operational policies to be used in Gihembe; - To
ensure full compliance of operations with ARC and donor rules, regulations
and policies; - To
manage all ARC Gihembe facilities (Offices, Guest Houses, Stores,
Warehouses, etc.) - To
put in place appropriate controls and systems to ensure compliance with
all operational policies and oversee the management of all communication
assets and services - To
oversee the management of all IT related activities and identify user
training needs. - Supervise
the work of the Storekeeper, the Lead driver and other supply chain staff
responsible to the Logistics Coordinator, - Take
a lead in coaching and mentoring the supply chain team at site and in
collaboration with the Site manager enforce the compliance to all
ARC practices, - Coordinates
the packing and shipping of packages to and from the field sites; ensures
that there are adequate systems for tracking and documentation to support
the processes, - Oversee
and coordinate the work of the guards at the office, guesthouse, and
stores and other ARC installations, - Maintain
an up-to-date inventory record of all assets including office and
household equipment and items supplies (offices and guesthouse), - Maintains
proper filing system for logistics and procurement files, - Manage
the vehicle fleet in consultation with the camp manager according to ARC
policy, - Liaise
with Kigali office and coordinate the repair and service needs of all
vehicles, generators, pumps and other equipment, - Coordinate
the proper management of ARC facilities such as offices, guest house,
stores, etc. - Perform
any other duties assigned by the supervisor, or any other ARC Senior
Manager.
Procurement:
- To
lead the procurement process, procedures and standards, to ensure their
effectiveness and efficiency, and ensuring compliance with the donor
regulations and ARC Financial and procurement policies, - Plans
and coordinates the procurement process of supplies and equipment as
needed for the camp, field office and guest house, ensuring efficiency and
effectiveness of service delivery, - Provide
necessary documentation and coordinate with storekeepers in Kigali to
ensure timely delivery of all materials purchased through Kigali office, - Ensure
adequate systems for tracking and documentation to support the procurement
processes, - In
collaboration with the Logistics & Operations Manager and Site
Manager, carry out market survey routinely for potential suppliers of
materials, works and services and come up with price lists of various
products and services commonly required in the camp operations, - Responsible
for maintenance of an up to date Vendors’ list of all materials purchased
locally, - Maintains
the overall requisition orders, purchase orders, receivables and
procurement files, - Maintain
files of dossiers/documents relating to each and every transaction for
purposes of tracking purchases under the various donors,
Qualifications:
- Minimum
bachelor’s degree in Management, Procurement, economics, accounting or
equivalent, - Strong
oral and written skills, - Minimum
5 years of experience in logistics field, - Computer
Skills, - At
least two years of experience with Development or Relief Organisation, - Fluent
in English and French or Swahili as a second language, - Ability
to live and work in isolated areas in Rwanda.
