Background
Rwanda Association
of Local Government Authorities (RALGA) is an Association that was created in
2003 to represent, advocate for and build the capacity of Local Governments in
Rwanda. All the Districts and the City of Kigali constitute its members.
Its main functions
are as follows:
1. Represent the
interests of members and give them efficient and effective services;
2. Strengthen Local Governments through effective lobbying and advocacy for
pro-LGs interests within the policy and legal frameworks as well as operational
issues ;
3. Champion Accountability and Transparency for improved and efficient service
delivery ;
4. Offer technical and professional advisory services to LGs on issues of
policy and regulatory framework for decentralization ;
5. Improve Communication and information sharing in LGs;
6. Research and Policy analysis for evidence based interventions ;
Job purpose
The Secretary
General is responsible for the overall coordination of the Association
Secretariat’s activities and the related resources with the aim of achieving
its strategic objectives.
Duties and
responsibilities
1. To ensure the
overall management of the association by providing leadership, direction and
oversight to all the technical units with the aim of achieving the targets of
the strategic and annual action plans and the desires of the members in a way
that ensures the highest level of quality and submit to the Excom the reports
thereof;
2. To
coordinate the implementation of policies and decisions of the statutory bodies
of the association;
3. To represent the association at the national, regional and
international levels ;
4. To develop and maintain excellent relationships and networks with the
association’s members and partners ;
5. To ensure institutional strengthening of RALGA Secretariat and its
organs, and its financial sustainability.
Key
competences
–
Strong ability to develop plans and strategies and to work towards their
realization and improvement under demanding performance schedules;
– Proper understanding of the Decentralization Policies and the
Local Government environment in Rwanda ;
– Excellent skills in advocating for and sustaining the
momentum of decentralization reforms and building the capacity of the
Association’s members to adopt good local governance practices and promote
local development ;
– Proven experience in working with different development
partners (bilateral and multilateral) ;
– Excellent time management, administrative and
organizational skills;
– Excellent skills in office productivity software (MS Word,
PowerPoint and Excel);
– Ability to work successfully individually and as part of a
team;
– Ability to work calmly under pressure;
– A flexible attitude to work;
– Ability to work well with figures, assure data quality, pay close
attention to details, and to identify errors/discrepancies, correct them, and
meet deadlines.
– Excellent communication and interpersonal skills, a
customer-friendly and service-oriented attitude, and the ability to establish
and maintain effective partnerships and working relations with people in a
multi-cultural environment with sensitivity and respect for diversity.
– Ability to draft, correct, compile, summarize and present
documents and information;

Excellent command of French and English
Required
qualification and experience
-Minimum of Master’s degree in Management, Finance, Business Administration,
Project Management, Law, Public Administration and other related fields. PhD is
an added advantage;
-Must have five (5) years of experience working in / with
local governments or local governance related positions as a senior person;
-General awareness of the decentralization policies and good
governance and experience in working with different development partners
(bilateral and multilateral);
-With high caliber; to mobilize resources, manage people
-Excellent written and oral communication skills in English
and French.
-Should be Rwandan by nationality
