is currently seeking a Basic Education Specialist for the USAID Rwanda LEARN
Impact Evaluation as an intermittent consultant. The goal of this five-year
project is to evaluate the impact of the LEARN (Literacy Enhanced Across Rwanda
Now) activity, specifically the extent to which LEARN’s interventions have
improved classroom instruction, improved early grade reading outcomes and led
to success in schooling.

Basic Education Specialist will advise on planning the data collection for the
Impact Evaluation, which will be taking place for grades P1, 2, and P3
nationwide, and on interpreting the findings. Examples of the types of

Minimum
qualifications include:

Advanced degree (Master’s/PhD) in Basic Education, Literacy, Education Policy
and Planning, Evaluation, M&E, or related field;

Minimum 5+ years’ experience and expertise leading, supervising and managing
education evaluation teams, including managing impact evaluations in the

Ability to work with various counterparts, implementing partners, and host
