About
the role
The
World Food Programme (WFP) has launched the Patient Procurement Platform (PPP)
in Rwanda, building on groundwork laid by the Purchase for Progress (P4P)
project which has been operational since 2009. The Platform’s goal is to
promote sustainable and commercially viable pro-smallholder agricultural value
chains by aggregating demand from a number of buyers for a longer period of
time than typical spot contracts (hence “patient”). The Platform systematically
engages with farmers to facilitate access across critical elements along the
entire agricultural value chain, working to unlock the potential of all value
chain actors and seize opportunities. To fill the role of Patient Procurement
Platform SC8, we are recruiting a candidate fulfilling the requirements below:

Accountabilities: Under the
supervision of PPP Country Coordinator, the incumbent will be responsible for
the following
duties:                                                     
  • Identify
    target farmer organizations and link with forward delivery contracts by
    private-sector off-takers interested in the platform.
  • Conduct
    field missions to collect, analyze and assess profiles of target farmer
    organizations and their farm business management practice.
  • Based
    on farmer data analysis, identify opportunities to build pro-smallholder
    staple value chains through partnerships with other key value chain
    stakeholders (aggregators, extension agents, input suppliers, credit
    providers and off-takers).
  • Serve
    as a focal point for platform partners and communicate proactively with
    stakeholders.
  • Provide
    technical support to the cooperating partners and monitor their
    performance to meet the project objectives.
  • Assist
    PPP Country Coordinator in the development of market based business plans
    for the procurement platform and its implementation model across key value
    chain stakeholders.
  • Support
    PPP Country Coordinator in the identification of local off-take demand,
    aggregation models and appropriate risk mitigation tools.
  • Participate
    and support in the maintenance of the farmer database
  • Assist
    PPP Country coordinator in the collection of key metrics from value chain
    actors.
  • Provide
    farmer organization market sensitization efforts as required.
  • Perform
    other related duties as required.
Qualification
and Experience
  • :
    University degree in one or more of the following disciplines: economics,
    agriculture, business administration, or a field relevant to agricultural
    value chain management. An advanced degree in the relevant field is a
    plus.
  • Experience:
    At
    least seven years of post-graduate experience in agribusiness project
    management and value chain analysis with a strong focus on the private
    sector.
  • Language
    Requirements:
    Fluency
    in both written and oral communication in English and Kinyarwanda with a
    working knowledge of French.
Desirable
Skills
  • Demonstrated
    knowledge of SMEs, pro-smallholder procurement and commercial agriculture
    models.
  • Relevant
    experience in development and agricultural fields, with emphasis on
    pro-smallholder approaches; Experience in agriculture commercialization
    approaches; and strong understanding of policy analysis, regional trade
    and marketing.
  • Sound
    knowledge of MS Office software including MS WORD, EXCEL and POWERPOINT
