The
World Food Programme Rwanda has received funding from the Republic of Korea
through the Korean International Co
World Food Programme Rwanda has received funding from the Republic of Korea
through the Korean International Co
operation Agency (KOICA) to implement the
second phase of Saemaul Zero Hunger Communities Project (SZHC), in Nyamagabe,
Karongi and Rutsiro districts. The project duration is three years, from 2016
to 2018. The SZHC project is an integrated rural development project
which combines elements of Korea’s experience in rural development called New
Village Movement (Saemaul Undong) with WFP’s Food for Assets schemes and the
Government of Rwanda’s Vision 2020 Umurenge (VUP).
With
an overall goal of “reducing hunger and under nutrition by improving
household access to livelihood assets and enabling people and communities to
meet their own food and nutrition needs”, WFP Rwanda is seeking

Under
the overall supervision of the Head of Karongi Field Office, the Monitoring
Assistant (SZHC) will be responsible of the following duties:

- Carry
out joint operational activity planning and budgeting together with the
cooperating partner and ensure that expected annual deliverables and targets
are reached - Through
regular field visits, supervise and monitor the implementation of project
activities such as land terracing, agriculture and livestock extension
services and value chains, income generating activities, feeder roads
rehabilitation and construction of community infrastructures (warehouses,
community centers), ensuring that technical norms and standards are
respected. - Provide
technical support to the implementing partner and sector technicianswhere
requested in connection with SZHC components. - Supervise
the Cash-for-Asset scheme by overseeing the participant’s identification
and enrollment, validating the list of payments based on actual man days
worked and ensuring that all participants get their full entitlements,
both cash and/or in-kind (agriculture inputs, livestock etc.) - Participate
in various meetings/workshops such as the technical working groups,
trainings and be involved and represent WFP in community mobilization
campaigns to foster the project ownership and community participation. - Prepare
ad hoc “notes for the records” and accurate monthly progress reports based
on approved M&E plans and checklists. - Report
immediately to the supervisor any arising issues that might hinder the
smooth project implementation. - Manage
all relevant project records, visual materials and document any lesson
learnt, challenges and success stories. - Perform
any other relevant task as requested by the supervisor.
Qualification

Education: University degree
in Rural Development, Agriculture, Social Sciences, or other relevant field.

Experience:
At
least five years of professional experience in integrated rural development
projects, livelihoods and poverty reduction initiatives through agriculture,
animal production and off-farm income generating activities.

Knowledge

- Computer:
Experience using MS Word, MS Excel, MS PowerPoint and outlook. - Language:
Fluency (Level C) in both oral and written communication in English and
Kinyarwanda with a working knowledge of French; proficiency in both oral
and written communication French and English is an added value. - Demonstrates
knowledge of food security and social protection initiatives in the
context of Rwanda. - Demonstrates
ability to provide consistent and timely client service to meet the
changing needs and expectations of clients, allowing clients to actively
participate in and contribute to decisions that are relevant to their
needs. Makes adjustments to services as required. - Ability
to work in a team and establish effective working relations with partners
and internal WFP clients. - Good
analytical skills; resourcefulness, initiative, tact, and communication
skills. - Ability
to frequently travel within remote rural areas.
