PURPOSE
OF POSITION:
Under
the supervision of the senior HR Co-ordinator, this role is responsible for
providing roving operational HR support to field locations
KEY
AREAS OF ACCOUNTABILITY:
  • Managing
    recruitments for the Kirehe office (inclusive of the mahama camp)
  • Supporting
    managers with the staff rotation schedules for the mahama health center
  • Support
    consistent implementation of HR policies, procedures ensuring legal compliance
    with the Rwandese legislation is observed.
  • Supporting
    field HR teams (Gicumbi, Burera) in implementing effective and robust HR
    systems and processes and enforcing good HR practice
  • Support
    staff and managers with the implementation of performance management
    system (setting objectives, giving feedback and ensuring reviews are fair
    and unbiased) and ensuring this is well understood
  • Closely
    collaborate with the Senior HR Co-coordinator to provide effective and
    efficient support in all matters related to implementation of HR
    procedures, employee relations, grievance and disciplinary management etc
    is provided.
  • Ensure
    that advice and support is provided to managers and staff on
    interpretation and application of policies and procedures and on other HR
    related matters
  • Collaborate
    with the Senior HR Co-ordinator in implementation of HR systems and
    procedures in relation to reward and compensation, Recruitment and on
    boarding, employee retention, capacity building  among others
  • Ensure
    that all new staff have been trained and sign off policies and procedure
    as per the SCI standards.
  • Ensure
    that Save the Children staff are aware of and adhere to the Child
    Safeguarding policies
  • Ensure
    all staff receive timely induction
  • In
    close collaboration with the Senior HR Co-ordinator prepare terms and
    conditions of employment for approval
  • Maintaining
    HR calendar, timely renewal of staff contracts, probation confirmation and
    other procedures.
  • Ensure
    that performance reviews are conducted regularly by supervisors; provide
    training and advise to managers on effective implementation of performance
    management
  • Support
    managers and mediate conflict, grievances cases
  • Complying
    with and promoting all Save the Children’s Global policies such as Child
    Safeguarding, Whistle blowing, Fraud, and Health and Safety.
  • Perform
    any other duties as directed by the line manager
  • Comply
    with all relevant Save the Children policies and procedures with respect
    to child protection, health and safety, security, employment equal
    opportunities and other relevant policies.
  • Network
    with relevant and recognised HR groups, employment bodies and legal
    counterparts.
  • Ensure
    compliance with and promoting all SCI policies such as Code of Conduct,
    Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

QUALIFICATIONS
AND EXPERIENCE:
Essential:
  • Higher
    Diploma qualification in Human Resources Management
  • Minimum
    3 years relevant human resources management experience in a corporate or
    INGO environment;
  • Good
    planning, coordination skills, with the ability to manage substantial
    workload comprised of diverse tasks and responsibilities;
  • In-depth
    knowledge of employee relations and knowledge of current Rwanda 
    employment legislation;
  • Attention
    to detail
  • Demonstrated
    capability and proactivity in problem solving
  • Good
    communication, people management and interpersonal skills in English,
  • Willingness
    to based in Kirehe with extensive travel to field locations
  • Complying
    with and promoting all Save the Children’s Global policies such as Child
    Safeguarding, Whistle blowing, Fraud, and Health and Safety.
Desirable:
  • Experience
    in HR provision in emergency response;

Conduct sets out the standards which all staff members must adhere to.
