The organisation is primarily concerned with the promotion and defence of
economic, social, cultural, civil and political human rights. AAIR
has very strong commitment to supporting delivery of Governement
programmes and strategies including EDPRS and Vision 2020.

in poverty, with emphasis on women and the girl child since women’s rights
remain central to our work. ActionAid International Rwanda is currently
restructuring for better effectiveness and efficiency to deliver its mandate to
the people of Rwanda at the community and district levels. This restructuring
also aims at alignment with the new Actionaid International strategy focusing
on key areas of Climate change, women rights, Education and Youth
development.

PURPOSE AND SCOPE

Actionaid
International Head of Human Resources, Organisational Effectiveness &
Governance reports to the Country Director. He/she is a member of Senior
Management Team with high responsibility functions. These include
strategic management, Human Resources Management, Organisational effectiveness
and Governance. The major focus of the role of the Head of Human Resources,
Organisational Effectiveness and Governance is to:

- Develop
and implement Human Resources policies, procedures and systems that
maximise the contribution of individuals and teams in the achievement of
Country Program strategy, plans and priorities. This will include
development and implementation of efficient and cost effective
administrative systems. - Ensure
sustained Organisational Effectiveness by developing and implementing
interventions in Country Programme (CP) human processes, structures and
systems in response to changing organisational contexts, strategies and
priorities.

- Develop,
implement and interpret Human Resource policies, procedures and systems
and ensure consistency and harmony with the Global HR/OD framework, other
organisational level policies and national labour legislation - Develop
and implement human resource plans that are aligned to country strategy,
plans and priorities. - Facilitate
recruitment, selection, induction and orientation processes within the CP - Develop
and implement performance management systems for all staff in the CP
including facilitating feedback and development planning processes - Develop
and implement Reward Management/remuneration policies and procedures and
carry out regular reviews to ensure external competitiveness and internal
equity - Work
with the CD, thematic, functional and program Heads in development and
implementation of human resource strategies and plans. - Develop
and implement employee welfare and wellness services including medical
schemes, insurance, security, work life balance. - Develop
and implement Human resource information systems, records and reports
including frequent and periodic availability and accuracy of information
thereof. - Lead,
along with the Women’s Rights Advisor/Team Leader, the CP’s or
International initiatives in developing and improving gender equality
within HR/OD systems. - Be
the focal point and take the lead within the CP for implementation of
International/Global and Regional HR initiatives.

- Ensure
AAIR’s mission, vision, values, principles and culture are continually promoted
and discussed throughout the region. - Facilitate
design and implementation of effective regional and country organisational
structures, which support agreed AAIR decision making, authority and
accountability approaches. - Carry
out continuous assessment of Leadership, Organisational and staff capacity
and commitment to AAIR Vision, Mission, Values , Country Strategy Paper
and provide feedback to leadership, employees and stakeholders - Initiate,
catalyse and/or facilitate Change and transformation processes within the
broader Country program and constituent parts such as themes, functions,
programs and the DA Initiatives. - Develop
and implement programs for full employee engagement and participation in
implementing country strategies, plans and priorities. - Participate
in and/or facilitate the development and integration of Country, thematic,
functional and program structures, operating frameworks/Ways of Working,
strategies, plans, systems and plans. - Continuously
asses organisational, inter-organisational and intra organisational
linkages to and develop and facilitate change initiatives required to
ensure harmony and operational efficiency - Participate
in and/or facilitate Partner organisational and capacity assessment and
development - Participate
in the ALPS processes as they relate to the country program e.g. PRRPs,
peer reviews, country appraisals - Along
with Programme Quality Manager, carry out assessments of power relations
within the CP/Office, develop and implement interventions for power
sharing such as empowerment, engagement, involvement and participation - Develop
and Implement programs to enhance ability of the CP, all its constituent
parts and partners ability to implement AAIR Vision/mission, Country
Strategy Paper and annual planning - Develop,
Promote, Facilitate and sustain an organisational culture and climate that
promote AAIR values, behaviour and attitudes, ALPS principles within the
CP, all its constituent parts and partners. - Facilitate
the process of resolution of individual and team conflicts, develop and
implement systems for neutral handling of grievances interventions to
ensure organisational harmony - Be
the focal person and take lead in implementing global and regional OD
initiatives in the CP

- Develop
and oversee the implementation of administrative policies and procedures
necessary to ensure value for money in procurement of and utilisation

and implement office procedures systems and practices that promote
organisation efficiency and care - Supervise
and coordinate the proper functioning of the IT and facilities management

organizational Governance related initiatives including
Internationalization Process - Serve
Staff Security Focal Person, Development and oversee the Implementation of
all Staff related Policies, procedures and Systems (Attached ToRs for
SFPs) and always liaise with Global Staff Security and Safety Coordinator.

qualifications and Experience:

- Master
degree in Social Sciences, Human Resources Management or
Organisational Development.
- At
least 10 years minimum working experience.
- At
least 5 years HR/OD experience at Senior Management Position, in a large
organisation with experience in Human Resource planning, recruitment,
design and implementation of progressive HR strategies, systems,
procedures and practices.
- Good
knowledge of National Labour laws and Employee Relations Systems
