Drew
CARES International is seeking a qualified candidate for an immediate opening
in the position of Clinical Services Director; who under the leadership of the
Country Director, will oversee and provide technical and managerial support to
all the DCI-supported health facilities and sites in Rwanda.
SPECIFIC
RESPONSIBILITIES:
Management
and Leadership:
·
Oversee technical reports, trip reports, performance reports, deliverables,
SOWs and ensure effective communication with Medical Regiment/RDF, RMH, MOH,
and other partners; develop innovative methods to capture and demonstrate
project impact through communication and information sharing.
·
Work closely with the Country Director to ensure that DCI’s work plan is
managed and implemented.
·
Represent Drew Cares International at various technical meetings with other
cooperating agencies, collaborating with partners, senior government officials,
and donor agencies as delegated. Participate in various working groups as
required.
·
Conduct field supervision visits across all program areas.
·
Consult with and report regularly to the Country Director in regard to
progress, results, and challenges of program deliverables.
·
Prepare and deliver presentations on key project activities and achievements
across all program areas as needed.
·
Participate in staff planning, budgeting, recruitment, and development.
·
Provide effective supervision to the clinical department.
·
Carry out additional responsibilities as may be assigned by the Country
Director or the Principal Investigator.
Clinical
Services
:**
·
Plan, design and implement the provision of ART and supporting services at DCI
and partnering sites.
·
Coordinate research efforts of CDU/DCI in clinical interventions, including
developing documentation of successes, and lessons from the implementation.
·
Develop tools and systems favoring high treatment adherence practices among
HIV/AIDS patients.
·
Organize trainings of health service providers on VMMC, VCT, PMTCT and ART
national protocols.
·
Establish and maintain the quality of HIV treatment and care services in
partnering organizations; may include periodic supervision of health staff as
needed.
·
Provide updates about HIV/AIDS treatment and policies and conduct refresher
training to health staff in partnering organizations.
·
Develop a referral and linkage strategy between partnering organizations’
health facilities, health centers and communities.
·
Provide technical assistance to policy-makers to improve HIV/AIDS data system
and other health information management systems.
·
Closely monitor clinical indicators; identify challenges and proactively
present solutions in a cohesive manner.
·
Prepare action plan(s) (monthly and annually) for the field activities and
present to the Country Director for review, amendments and/or approval.
·
Prepare monthly, quarterly, semi-annual and annual reports for Clinical
Services supported by DCI.
·
Ensure comprehensive care and treatment for all the patients seen at supported
sites including psychosocial support and establishment of peer support groups
(lay counselors).
·
Other responsibilities designed to improve programs may be assigned as needed.
Qualifications:
·
Must have a degree in Medicine (Medical Doctor) and remain current and in good
standing with all national licensure requirements in Rwanda; additional
post-graduate training in Public Health or Infectious Diseases preferable.
·
5-years-experience in treating HIV/AIDS patients in a recognized health
setting(s) or equivalent experience in leading HIV programs.
·
Experience in grant/proposal development
·
Excellent interpersonal communication skills.
·
Excellent writing, analytical and conceptual skills.
·
Ability to read/write Kinyarwanda, English and/or French.
·
Demonstrated leadership abilities.
·
Experience supervising others.
·
Problem analysis and solving skills.
·
Work under minimum supervision and ability to spend up to 60% of work time in
the field.
·
Ability to be empathic and non-judgmental.
·
Ability to use basic information technology applications such as Word, Excel,
PowerPoint and Access.
·
Knowledge of statistical applications such as SPSS or Stata is an asset.
·
Rwandan Driving license Cat. B is an asset but not a requirement.
