About
the role
The
World Food Programme (WFP) has la

unched the Patient Procurement Platform (PPP)
in Rwanda, building on groundwork laid by the Purchase for Progress (P4P)
project which has been operational since 2009. The Platform’s goal is to
promote sustainable and commercially viable pro-smallholder agricultural value
chains by aggregating demand from a number of buyers for a longer period of
time than typical spot contracts (hence “patient”). The Platform systematically
engages with farmers to facilitate access across critical elements along the
entire agricultural value chain, working to unlock the potential of all value
chain actors and seize opportunities. To fill the role of Procurement- Patient
Procurement Platform, we are recruiting a candidate fulfilling the requirements
below.

Accountabilities: Under the
supervision of the Patient Procurement Platform (PPP) Country Coordinator, the
incumbent will be responsible for the following
duties:                                                              
  • Support
    the PPP Country Coordinator on the ground level with PPP interventions for
    preparation of the pre and post-harvestactivities for seasons 2016/17 A
    and 2017 B
  • Assist
    PPP Country Coordinator on field missions to conduct detailed needs
    assessments of target farmer organizations and identify opportunities to
    build further partnerships with other key value chain players on the
    ground.
  • Facilitate
    farmer organizations and farmer-friendly aggregation entities to access
    quality markets through forward delivery contracts offered by
    institutional buyers.
  • Facilitate
    participating farmer organizations and farmer-friendly aggregation
    entities to access agricultural services by coordinating with key value
    chain stakeholders on the ground. 
  • Monitor
    and assist cooperatives and other aggregation entities to adhere to terms
    of forward delivery contracts facilitated under PPP.
  • Assist
    in maintaining a database of PPP-supported farmer organizations and
    aggregation entities while tracking progress in post-harvest handling and
    aggregation activities.
  • Facilitate
    farm-gate price data gathering and serve as point of contact regarding
    coop and value chain partner information.
  • Perform
    other related duties as required.
Qualification
and Experience
  • Education:
    University degree in one or more of the following disciplines: economics,
    agriculture, business administration, or a field relevant to agricultural
    value chain management.
  • Experience:
    At
    least three years of professional experience in project management focused
    on supporting and mobilizing smallholder farmers at the field level.
  • Language
    Requirements:
    Fluency
    in English and Kinyarwanda with a working knowledge of French; proficiency
    in both oral and written communication French and English will be an added
    value.

  • Basic
    computer skills
  • Demonstrated
    knowledge of pro-smallholder procurement and commercial agriculture
    models.
  • Demonstrated
    ability to provide consistent and timely client service to meet the
    changing needs and expectations of clients, allowing clients to actively
    participate in and contribute to decisions that are relevant to their
    needs. Makes adjustments to services as required.
  • Ability
    to work in a team and establish effective working relations with partners
    and internal WFP clients.
  • Good
    analytical skills; resourcefulness, initiative, tact, and communication
    skills.
  • Ability
    to frequently travel within the country.
