Aim:

This
project aims at strengthening the capacity of civil society organisations at
all levels (internal governance, structuring, and resource mobilization, and
technical budgetary knowledge, communication skills) to actively engage in
agriculture policy dialogue, budget shaping and monitoring.
The
project responds to several key priorities of the Rwandan EDPRS II and of the
EU and builds on the good results and lessons learnt of the 2011-2014 Public
Financing for Agriculture (PFA) implemented by AAR and its two co-applicants.
It
will address several challenges faced by CSO which now have an improved access
to accountability fora in the country but which struggle to make the most of
them and position themselves as actors in development entitled to propose
critical analysis of the performance of the agriculture sector.

Project
areas of interventions: the project will be implemented in 8 districts of
Rwanda (Nyaruguru, Nyanza, Gisagara, Karongi,Muhanga, Musanze, Gakenke,
andKamonyi).
AAIR
is looking for highly qualified candidates for the positions of Project
Manager, Project Accountant and Project Officer/Driver. Requirements needed for
these positions are detailed hereafter:
1.
Position: Project Manager
MAIN
PURPOSE
The
Project Manager is the full-time head of the Strengthening Civil Society
Participation in Policy and Agricultural Budget Tracking (SCAB) Project
She/he
is responsible for planning, coordinating, overseeing, and monitoring the
implementation of all activities related to the project. Reporting to the Head
of Programmes and Policy and supported by a Project Accountability Team as well
as Local Rights Program Managers, the Project Manager will manage partnerships
and design the implementation of activities within the framework of the overall
project areas (8 districts; Nyaruguru, Nyanza, Gisagara, Karongi, Rulindo,
Musanze, GakenkeMuhanga) She/he will engage in meetings with various
non-governmental organizations, government ministries, and smallholder farmer
organizations to understand agricultural policy issues in Rwanda and advocate
for solutions that better support women smallholder farmers.
PROJECT
DESCRIPTION
This
project which is strongly anchored locally, responds to several key priorities
of the Rwandan EDPRS II and of the EU and builds on the good results and
lessons learnt of the (2011-2015) Public Financing for Agriculture (PFA)
implemented by AAIR and its two co-applicants. It seeks to address several
challenges faced by CSO which now have an improved access to accountability
fora in the country but which they struggle to make most of them and position
themselves as actors in development sector by critically analysing the
performance of the agriculture sector.
The
project will strengthen the capacity of civil society organisations at all
levels (internal governance, structures, resource mobilisation, and technical
budgetary knowledge and communication skills) to actively engage in agriculture
policy dialogue, budgeting and monitoring. It also intends to better link the
national agriculture budget sector to the national priorities and needs to
ensure that right to food is adhered to but also increases citizens’ budget
literacy and understanding. Strengthening CSOs to actively engage the
Government and other Development partners as well as holding them to account.
This project will also boost the engagement of farmer organisations and
networks inclusive of women farmers group to drive agricultural dialogues.
MAIN
RESPONSIBILITIES
  • Strengthen
    women smallholder farmers’ organizations institutionally by supporting
    them to develop their leadership structure, organizational systems,
    capacity to develop action plans and proposals, and to engage in basic
    accounting.
  • Work
    with implementing Partners and research institutes to carry out national
    budget analysis for agriculture sector in relation to its budget
    allocation and expenditure from the national data on agriculture budget
    financing in Rwanda for both government and donors
  • Work
    with competent organizations and implementing partners to develop a model
    to track annual spending in the 8 districts of project operation.  of
    Rwanda
  • Work
    with the Research Institute in conjunction with implementing partners to
    undertake an analysis of the three agriculture-related strategic policy
    documents (Vision 2020, EDPRS, SDGs and PSTAIII), with critical review of
    their implementation and financing
  • Develop
    a concept framework paper on effective public financing for agriculture
  • Organize
    public validation workshops for the publication and dissemination of
    findings on agriculture budget financing
  • Present
    the annual analysis of government budget expenditure on agriculture at
    national level and in 8 districts.
  • Organise
    and build capacity of national level civil society platform for
    agriculture budget tracking by working alongside national platforms active
    in budget monitoring, food security and agriculture sector advocacy so
    that they can carry out national budget monitoring.
  •  Support
    with training in budget tracking methods and tools, including ActionAid’s
    ELBAG methodology.
  • Organize
    national level consultations and compile results at local and national
    level to analyze budgets with communities, focusing on sustainable
    agriculture and farmers’ priorities such as credit, extension services,
    and women’s access to resources.  This analysis will also focus on
    what types of agricultural interventions need additional investment,
    including sustainable production techniques that are accessible to women
    smallholders.
  • Carry
    out annual budget tracking focusing on farmers’ priorities and sustainable
    agriculture in 8 districts and ensure the findings are widely discussed
    with policymakers, parliamentarians, donors, farmers groups, media, and
    public and ensure its dissemination.
  • Support
    efforts to involve women farmers in participatory ‘report cards’ on
    government programs and spending in all 8 District and build these into
    ActionAid’s Hunger FREE global report card to increase the public
    accountability of governments to women farmers.
  • Engage
    in advocacy processes and media events building on research findings.
Experience
  • A
    minimum of 5 years’ experience in a non-profit or government agency
    working on issues related to development, food security or hunger
  • Experience
    in advocacy work
  • Experience
    in budget tracking or other government accountability processes
Skills/Abilities
  • Excellent
    skills in written and spoken English, as well as spoken Kinyarwanda
  • Ability
    to work and communicate effectively with a variety of partners (community
    members, partner NGOs, government and donor agencies, etc.)
  • Knowledge
    of policy issues related to global hunger and food security is a plus
  • Knowledge
    of issues related to agricultural development policy in Rwanda

2.
Position: Project Accountant
Purpose
of Role:
To
ensure the financial integrity of the EC funded Project known as “Strengthen
CSO capacity in Promoting Sustainable Agriculture Policies and citizen
participatory Budgeting in Rwanda
“and to provide consolidated financial
plans and reports for the project as needed within the requirements of the EC
and Project Management/Accountability team. The role is primarily to support
the Project Manager of the project.
Responsibilities
  • Prepare
    timely and accurate financial reports in line with narrative reports that
    meet the requirements of the EC
  • Prepare
    quarterly  consolidated Project financial reports, and ad hoc
    financial reports, as required by the HoF/Project Manager and/or Project
    Accountability Team (IPAT)
  • Submit
    quarterly report to the International Projects Accountant responsible for
    oversight, HoF and Project Manager to ensure adherence to international
    finance and donor requirements.
  • To
    ensure that project cash flows (income,  expenditure and fund
    transfers) are managed in a timely and accurate manner
  • To
    ensure that any interest accrued by the project is tracked and used in
    line with the donor’s requirements.
  • To
    provide guidance to the Project Manager and country programmes
    implementing the project on how to manage exchange rate fluctuations
  • To
    develop, in conjunction with country project teams, financial performance
    measures relevant to the objectives, investments and donor requirements of
    the project
  • Provide
    ongoing financial risk analysis and recommendations of risk management
    strategies
  • Support
    project manager with project narrative in relation to expenditure and
    financial risks
  • Facilitate
    internal and external audit processes in relation to the project and
    ensure audit requirements are monitored throughout the project
  • Work
    with the project manager and IPAT to ensure that audit recommendations are
    fulfilled
  • Work
    closely with the Project team to facilitate quality financial reporting
    and audits as well as implementation of all audit recommendations.
  • Support
    Project Manager to ensure archiving of the project documentation for audit
    at all levels of the project
  • To
    support country programmes to fulfill the requirements for internal and
    external audit
  • To
    support the Project Manager in the use of the financial analysis for sound
    project management.
  • Work
    closely with the Project Manager to monitor the budget utilization and
    communicate any issues upwards from partners and country programmes
  • Develop
    tools for and run financial aspects of inception workshop in co-ordination
    with international project manager and donor co-ordinators

    Project local partners understand the financial requirements of the
    project and have systems that can meet these requirements.

3.
Position: Project Officer/ Driver
Purpose
of Role:
To
contribute to the key objective of the Project/programme as well as providing
support in Administration function by providing reliable services to both local
and international visitors, partners and safe driving of the project vehicle
and ensure its regular maintenance. 
MAJOR
RESPONSIBILITIES
  • Support
    the project manager in operationalization of activities of the project in
    relation Donor requirements and ActionAid International Rwanda’s Vision
    and Mission.
  • Assist
    in the day-to-day operations of team’s programs and setting up plans and
    ensuring timelines are met.
  • Assist
    the project Manager to schedule appointments and meetings for stakeholders
    and prepare clerical support to partners and line manager
  • Provide
    information regarding project and programme, policies and procedures to
    internal and external contacts.
  • Ensure
    internal and external mail is distribution and collect mails/courier to
    and from the respective destination.
  • Act
    as initial point of contact for the project by responding to inquiries and
    requests or directing as appropriate.
  • Prepare
    correspondence, data, and other information as may be required by the
    project manager and project accountant.
  • Support
    the project manager and accountant in administration needs like Logistics,
    office security, inventory management, etc.…
  • Support
    both project manager and accountant in preparing various requests for
    payments, activities implementation, workshops, trainings, travels etc…
  • To
    manage the use of the vehicle so that the needs of the department are met
    in a timely and cost-efficient manner, and to drive carefully,
    thoughtfully and ensure the safety of the vehicle and bide by AA vehicle
    management policy as well as keeping the log book.
  • To
    keep the vehicle safe and clean, regular checking (fuel, engine, tyres and
    body) and ensure service is done on the right time.
  • To
    report vehicle mechanical problems promptly and recommend possible actions
    to fix the problems to ensure effective running of the project activities.
  • Be
    well informed about the vehicle budget levels.
  • Adhere
    and uphold to organizational policies pertaining rules, regulations and
    values in driving.
  • Maintain
    record and non-record filing systems and ensure that records are archived.
Other
External Responsibilities: 
  • Building
    a good name for the organization by showing good conduct to the public in
    places visited and also to staff being driven, as well as being courteous
    to other road users.
  • Liaising
    with Admin to ensure all statutory vehicle documentation i.e. Road
    licenses, vehicle inspection, insurance covers, are up to date and are on
    the vehicles.
  • Apply
    the regulations of the Highway Code in the course of driving AAIR vehicle.
  • Understand
    and apply basic first aid and firefighting principles for the vehicle and
    passengers.
  • Facilitate
    ease of vehicle access for disadvantaged AAIR passengers such as women,
    physically challenged.
  • Carry
    out daily vehicle inspections to make sure all systems are fully
    operational for optimum all weather usage.
  • Understand
    the basic principles of vehicle mechanics so as to identify defects as
    they develop and report them promptly for rectification.
  • To
    carry out other work related duties as assigned in the office by
    supervisor
