- Strengthen
women smallholder farmers’ organizations institutionally by supporting
them to develop their leadership structure, organizational systems,
capacity to develop action plans and proposals, and to engage in basic
accounting. - Work
with implementing Partners and research institutes to carry out national
budget analysis for agriculture sector in relation to its budget
allocation and expenditure from the national data on agriculture budget
financing in Rwanda for both government and donors - Work
with competent organizations and implementing partners to develop a model
to track annual spending in the 8 districts of project operation. of
Rwanda - Work
with the Research Institute in conjunction with implementing partners to
undertake an analysis of the three agriculture-related strategic policy
documents (Vision 2020, EDPRS, SDGs and PSTAIII), with critical review of
their implementation and financing - Develop
a concept framework paper on effective public financing for agriculture - Organize
public validation workshops for the publication and dissemination of
findings on agriculture budget financing - Present
the annual analysis of government budget expenditure on agriculture at
national level and in 8 districts. - Organise
and build capacity of national level civil society platform for
agriculture budget tracking by working alongside national platforms active
in budget monitoring, food security and agriculture sector advocacy so
that they can carry out national budget monitoring. - Support
with training in budget tracking methods and tools, including ActionAid’s
ELBAG methodology. - Organize
national level consultations and compile results at local and national
level to analyze budgets with communities, focusing on sustainable
agriculture and farmers’ priorities such as credit, extension services,
and women’s access to resources. This analysis will also focus on
what types of agricultural interventions need additional investment,
including sustainable production techniques that are accessible to women
smallholders. - Carry
out annual budget tracking focusing on farmers’ priorities and sustainable
agriculture in 8 districts and ensure the findings are widely discussed
with policymakers, parliamentarians, donors, farmers groups, media, and
public and ensure its dissemination. - Support
efforts to involve women farmers in participatory ‘report cards’ on
government programs and spending in all 8 District and build these into
ActionAid’s Hunger FREE global report card to increase the public
accountability of governments to women farmers. - Engage
in advocacy processes and media events building on research findings.
Experience
- A
minimum of 5 years’ experience in a non-profit or government agency
working on issues related to development, food security or hunger - Experience
in advocacy work - Experience
in budget tracking or other government accountability processes
Skills/Abilities
- Excellent
skills in written and spoken English, as well as spoken Kinyarwanda - Ability
to work and communicate effectively with a variety of partners (community
members, partner NGOs, government and donor agencies, etc.) - Knowledge
of policy issues related to global hunger and food security is a plus - Knowledge
of issues related to agricultural development policy in Rwanda

and Project Management/Accountability team. The role is primarily to support
the Project Manager of the project.

Responsibilities
- Prepare
timely and accurate financial reports in line with narrative reports that
meet the requirements of the EC - Prepare
quarterly consolidated Project financial reports, and ad hoc
financial reports, as required by the HoF/Project Manager and/or Project
Accountability Team (IPAT) - Submit
quarterly report to the International Projects Accountant responsible for
oversight, HoF and Project Manager to ensure adherence to international
finance and donor requirements. - To
ensure that project cash flows (income, expenditure and fund
transfers) are managed in a timely and accurate manner - To
ensure that any interest accrued by the project is tracked and used in
line with the donor’s requirements. - To
provide guidance to the Project Manager and country programmes
implementing the project on how to manage exchange rate fluctuations - To
develop, in conjunction with country project teams, financial performance
measures relevant to the objectives, investments and donor requirements of
the project - Provide
ongoing financial risk analysis and recommendations of risk management
strategies - Support
project manager with project narrative in relation to expenditure and
financial risks - Facilitate
internal and external audit processes in relation to the project and
ensure audit requirements are monitored throughout the project - Work
with the project manager and IPAT to ensure that audit recommendations are
fulfilled - Work
closely with the Project team to facilitate quality financial reporting
and audits as well as implementation of all audit recommendations. - Support
Project Manager to ensure archiving of the project documentation for audit
at all levels of the project - To
support country programmes to fulfill the requirements for internal and

thoughtfully and ensure the safety of the vehicle and bide by AA vehicle
management policy as well as keeping the log book. - To
keep the vehicle safe and clean, regular checking (fuel, engine, tyres and
body) and ensure service is done on the right time. - To
report vehicle mechanical problems promptly and recommend possible actions
to fix the problems to ensure effective running of the project activities. - Be
well informed about the vehicle budget levels. - Adhere
and uphold to organizational policies pertaining rules, regulations and
values in driving. - Maintain
record and non-record filing systems and ensure that records are archived.
