Profile
Partners In Health (PIH) is an international health organization relentlessly
committed to improving the health of the poor and marginalized. PIH partners
with local governments to build capacity and works closely with impoverished
communities to deliver high-quality health care, address the root causes of
illness, train providers, advance research, and advocate for global policy
change.
PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia,
Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. In 2005, PIH and
its Rwandan sister organization, Inshuti Mu Buzima (IMB), began working in
partnership with the Government of Rwanda to address the critical HIV/AIDS epidemic
afflicting the population and to comprehensively strengthen the public health
system in rural, underserved districts in Rwanda. Through our partnership with
Harvard Medical School and the Brigham and Women’s Hospital, we also support a
wide range of programs in dozens of other countries around the world.
Primary
Responsibilities
Team Leadership:
- Provide
leadership and synergy for the functions of Information Technology,
Electronic Medical Records, Geographical Information Systems, Monitoring
and Evaluation across all the IMB sites in Rwanda and networking with
Boston Informatics team; - Develop
and nurture mutually beneficial and respectful relationships with the MOH,
RBC and District Health teams responsible for Informatics; - Strengthen
health information systems across all IMB programs and service areas
whilst collaborating with all key program area leadership; - Manage
and facilitate the professional development of a growing team and support
health information system capacity-building efforts for program staff
within organization; - Oversee
monitoring of all IMB programs, including selection of indicators and
creation of logic models and M&E plans, in collaboration with relevant
program managers; - Liaise
with donor organizations in the development and negotiation of monitoring
and evaluation plans and performance indicators for grants; - Lead
the development of health information systems strategic planning and
budgeting; - Represent
the Informatics team at senior IMB meetings, high-level meetings with
external partners, the MOH and conferences; and, - Develop
and maintain positive relationships with key counterparts in partner
organizations, including government agencies, non-profit organizations and
community leaders.
Data Analysis
& Utilization:
- Lead
interpretation and communication of M&E analyses to leadership for
strategic decision-making; - Develop
tools to facilitate improvement of data quality and increased data
utilization at the facility level; - Develop
specific data collection protocols that ensure accountability and a robust
stream of information to decision-makers and key stakeholders; - Support
the design and implementation of Clinical Quality Improvement projects; - Oversee
the development of M&E sections of grant proposals and donor reports; - Collaborate
with cross-disciplinary teams to assess project performance against
program objectives, logic models and targets; - Lead
priority setting for dissemination of PIH M&E work in peer-reviewed
journals and at international conferences, in coordination with IMB
leadership and PIH Boston Monitoring, Evaluation & Quality team; - Encourage
data-driven decision-making at district and national MOH levels; and, - Ensure
the timely dissemination of results and conclusions from monitoring,
evaluation and quality improvement activities, both within PIH and to
other partners and stakeholders.
Qualifications:
- Master’s
level degree in health related or Informatics field is required; - Minimum
5 years professional experience in developing and/or executing health
information and monitoring and evaluation systems; - Significant
personnel management and mentorship experience, particularly within a
cross-cultural context; - Demonstrable
experience in quantitative evaluation methods, including statistical
software such as STATA; - Mastery
of data manipulation and data mining in Ms. Excel; - Strong
written and spoken English skills and ability to communicate clearly with
a variety of stakeholders; - Ability
to independently prioritize multiple tasks, work under pressure, and meet
deadlines; - Work
experience in resource-limited settings and/or rural areas; - Willingness
to travel to remote sites regularly; - Experience
with operational research and peer-reviewed publication preferred; and, - Ability
to live in and work in rural Rwanda full-time required.
