Summary
The School-Community
Partnerships for Education (SCOPE) project is a 4-year USAID activity designed
to support the Rwanda
Education Board (REB) to create and nationally roll-out a
uniquely Rwandan comprehensive and replicable school-community partnership
model. The primary purpose of SCOPE is to improve literacy outcomes for
children in primary grades by fostering partnerships between schools and the
broader community.
The project promotes
children’s reading competencies by providing opportunities for them to practice
reading and writing in and outside school through school and community based
programs; reading materials are provided to children and families through
community and public libraries while the publishing industry is strengthened to
produce quality children’s literature. Focusing on reaching students in grades
1-3, SCOPE will be implemented in all 30 districts of the country in a phased
approach.
The project will
create supportive community and home learning environments to achieve the
purpose of improved literacy outcomes for children in primary grades through
three interrelated core activities: 1) Strengthening the capacity of school
leadership to improve student literacy through school-community partnerships;
2) Increasing effective community and parental involvement to improve literacy
skills; and 3) Fostering a culture of reading.
Essential
Duties, Responsibilities and Impact
The Technical
Advisor (TA) will responsible for the technical oversight and quality control
of all SCOPE programs, ensuring that SCOPE designed education programs, and
training packages are of high quality, effectively serve Rwandan communities
and facilitates the refinement of the SCOPE program model. S/he will facilitate
operational and action research, and regular reviews of SCOPE education
programs for lesson learning.
The TA will be responsible
for promoting effective coordination between REB and Save the Children in terms
of joint planning, development, monitoring and evaluation of SCOPE programs.
The TA will lay a solid foundation for program, policy and advocacy engagement
with REB which process will entail ensuring that SCOPE tested models and
lessons learnt are discussed with government officials and as appropriate,
adapted, replicated and scaled up.
The TA will conduct
training and facilitate other professional development opportunities for key
partners (government counterparts, civil society and Save the Children) engaged
in the implementation of SCOPE initiatives. The Technical Advisor will work
with the project team, USAID and consortium partners to develop the detailed
design and annual implementation plans, management and resources plans on all
components related to the project.
Required
Background and Experience, Skills and Behaviors
- Minimum
of Masters’ Degree in Education, Development or related field; - Minimum
7 years’ experience working in support of planning, implementation and
management of programs in an international development/NGO context; - Demonstrated
competencies in promoting literacy programs, community engagement
initiatives and materials development; - Experience
of networking with a wide range of stakeholders including but not limited
to government ministries, research institutions, international NGOs,
national NGOs, CBOs and school-community project-level implementation; - Excellent
training and facilitation capability; - Experience
in advocacy and policy development; - Strong
analytical and conceptual skills and the ability to think and plan
strategically; - Demonstrated
creativity and initiative; - Excellent
communication skills, including fluency in written and spoken English, and
strong inter-personal skills; - Experience
of working in Rwanda or elsewhere in the region is an added advantage; - Willingness
to work additional hours during critical implementation periods.
