under the Tigo brand. We are currently seeking to fill the position below;

POSITION: SENIOR PROCUREMENT SPECIALIST
JOB PURPOSE
Manage all procurement process from
RfQ/RfP to PO for All Commercial, GNA and local soucings of technical and IT
requirements and support the Head of Supply Chain  with special projects
in case of larger tenders.
KEY RESPONSIBILITIES
  • Prepare
    annual procurement plan for all Tigo Rwanda Ltd sourcings by category.
  • Manage
    purchasing projects and local sourcing from issuing RFx to Purchase Orders
    / Concluded agreements in all commercial, GNA and local technical & IT
    requirement speciality areas and coordinate  with all internal
    stakeholders and ensure all procurement process has been followed up to
    the Purchasing committee’s approval of the final recommendation.
  • Negotiates
    offers and contracts for pricing, schedule flexibility, and favorable
    liability terms (invoicing and payment) and ensure Tigo get the best
    quality of goods/service at a competitive price.
  • Manage
    local suppliers and contractors to comply with MIC Code of conducts
    standards.
  • Issue
    Purchase Orders with clear and detailed description as well as all terms
    and conditions (Taxes, ETA, Invoicing and Payment Terms, Warranty.
    Support, Incoterms…) of materials and services supply.
  • Control
    and Report of Opex and Capex optimum commitment spends and assess all
    risks identified with clear mitigation plan.
  • Coordinate
    the BRM (Business Review Meeting) with local Top 20 suppliers and
    contractors.
  • Manage
    commercial, financial and legal aspects in agreements and upcoming issues
    that need solutions and settlement and secure escalartion in case
    required.
  • Create
    and monitor new recommended supplier as well as update all necessary information
    of existing suppliers in Tigo VMF (Vendor Master File).
  • Maintain
    a strong relationship with all internal stakeholders through timely
    delivery and follow up/clean up of all pendings as well on supplier
    performance evaluation through action plan driven for improvement together
    with the supplier
  • Remain
    in control of External stakeholders (Suppliers, Vendors, Consultants..) by
    getting from them the service valued by Tigo’s money and help them for
    prompt and timely payment.
  • Be
    the liaison of local sourcing with the regional/global category
    management, manage all escalation and attend respective monthly conference
    calls.
  • Comply
    and suggest improvements of processes, methods and tools to Strategic
    Development Department
QUALIFICATIONS & EXPERIENCE
  • Bachelor’s
    Degree in Engineering, IT Management or Business Administration. Master’s
    degree in one of the specific area will be an advantages
  • 5
    years (or above) in Procurement & Supply Chains.
  • CIPS
    (or Equivalent) training certification will be an added value.
  • General
    knowledge of Procurement International standard
  • Advantages
    knowledge and manipulation of MS Excel, Power Points and Words.
