International has been working in Rwanda since 2007 with a major focus on four
country programs:  Right to Access Quality and Inclusive Education, Right
to Early Childhood Care and Development through United Communities, Right to
Youth Economic Security through Active Citizenship and Right to Protection.
Plan currently operates in Gatsibo, Kayonza, Rwamagana, Bugesera and Nyaruguru.
Plan International Rwanda has recently entered into partnership with UNHCR as
partner implementing Sexual & Gender Based Violence Responses and Child
protection in all Refugees Camps across the country.
Plan
has a strict child protection policy and guidelines that all staff must follow
at all times. All staff are expected to help ensure all Plan associates know,
understand and follow these and take an active role in the protection of all
children from abuse and exploitation. 
To
facilitate the implementation of its activities, Plan International Rwanda is
inviting applicants from suitably qualified Rwandan nationals to fill the

Context
and rationale
Rwanda
currently hosts 75,000 Burundian refugees across refugee camps and urban areas
of Kigali. Protection concerns have been noted in these camps including
gender-based violence and child protection incidents. It is against this
backdrop that Plan has partnered with UNICEF to lead protection activities in
all refugee camps and Kigali, focusing on gender-based violence, child
protection and provision of legal support.
The
Data Analysis Officer Temporary Worker (hereafter referred to as Data Analysis
Officer) is in charge of the monitoring database of children at risk/on the
move – data entry and analysis in Mahama camp and will directly report to the
camp-based Protection Coordinator.
The
Data Analysis Officer will be responsible for reviewing monitoring and home
visit reports from community mobilizers and para-social workers, inputting key
data/trends into the monitoring database, making referrals for case management,
and providing trend analysis for the formulation of prevention and response
activities. 
This
is a 3 month contract with possibility to renew (contingent on funding).
Objectives
and scope of work
In
collaboration with the Protection Team:
  • Supports
    project implementation in the camp, in conformity with UNICEF and Plan’s
    standards and policies;
  • Reviews
    reporting from all monitoring an home visit reports from community
    mobilizers and para social workers
  • Inputs
    key child protection data into the database and refers cases/important
    information to relevant actors within Plan and among implementing partners
  • Develop
    trend analysis data for the development of prevention and response
    activities
  • Participation
    in regular protection assessments, focus groups, surveys, etc.;
  • Work
    collaboratively with UNICEF, UNHCR, MIDIMAR, Police, district officials
    and other partners/stakeholders.
Key
deliverables and indicators for success
  • Provide
    inputs into weekly, monthly and quarterly progress reports on the
    protection activities in the camp
  • Manage
    and maintain the monitoring database
  • Collect,
    share and disseminate CP trends on a bi-weekly basis
  • Submit
    report for all field visit activities and various trainings and meetings
  • Facilitate
    trainings for volunteers and partner staff
Methodology
/approach of work
  • Desk
    review: the Data Analysis Officer will undertake an induction process
    through a comprehensive desk review of existing resources provided by Plan
    and UNICEF. 
  • Assessment:
    regular, participatory assessments will be conducted with refugees.
    Findings will be shared with a variety of actors.
  • Information
    management: the Data Analysis Officer will be responsible for ensuring the
    collection of relevant and quality data and ensuring confidentiality.
  • Working
    in collaboration: the Data Analysis Officer will work closely with UNICEF,
    MIDIMAR, district authorities, implementing partners and National Police
  • Plan’s
    child-centered community develop approach as well as international minimum
    standards/guidelines and localized SOPs will guide the implementation of
    project activities.
Dealing
with problems
The
Data Analysis Officer manages complex relationships between different actors
and stakeholders. Mistakes in judgement or poor coordination between partners,
community members and local authorities may lead to the failure of the project,
impacting the quality of services delivered to refugees, as well as Plan’s
reputation. Therefore, the Data Analysis Officer must demonstrate the ability
to solve problems, think strategically and communicate with key actors in a
dynamic and unpredictable operating environment.
Profile
required of the temporary worker
Skills
  • Previous
    experience directly providing services to children at risk and victims of
    abuse, exploitation and violence and developing/implementing referral
    pathways and case management systems.
  • Strong
    experience managing large amounts of data
  • Strong
    skills in monitoring, evaluation, research and conducting participatory,
    community-led assessments.
  • Experience
    working with Excel
  • Ability
    to work individually and within a team with limited supervision. A
    self-starter.
  • Good
    analytical skills and able to present complicated data simply and with
    accompanying recommendations for action
  • Able
    to communicate clearly and strategically with internal and external
    stakeholders as a representative of Plan. This includes effective
    negotiation and representation skills.
  • Computer
    knowledge – Microsoft Word, Excel, Outlook
  • Strong
    command of both written and spoken English and Kinyarwanda is required.

Experience
  • University
    degree or equivalent in Social Science, Social Work, Psychology, Public
    Health, or related fields
  • Minimum
    of 2 years relevant working experience in child protection prevention and
    response programming, humanitarian affairs or human rights.
  • Must
    have 2 years of experience in database management and strong command of
    Excel
  • Experience
    working with refugees and other vulnerable populations (ideal)

potential travel to Kigali, other camps and within the district of operation.
