OBJECTIVES
OF THE PROGRAMME
To
support Ministry of Health Rwanda to strengthen its health system through
provision of technical support for capacity building, policy dialogue,
development and implementation, research, supervision, monitoring and
evaluation.
Specifically
this post will support
  • Country
    efforts to implement health systems programmes and to move towards
    Universal Health Coverage (UHC)
  • Promote
    evidence-based policy-making, through support to comprehensive health
    system review
  • Development
    and use of up-to-date benchmarks, evidence, global norms and standards on
  • Effective
    health leadership and governing processes;
  • Strengthening
    district focus approach; and
  • Scaling-up
    strategies for service delivery networks.
Description
of duties
  • Provide
    leadership to the WCO Rwanda health system team and ensure that the team
    is well coordinated, cohesive, effective and produces very good results
  • Provide
    technical support to the MOH and partners to develop and support
    implementation of National Health Policies, Health Sector Strategic Plans
    and Budgets, with special focus on the development of primary health care
    and district health services;
  • Support
    MOH to strengthen and implement its health governance and oversight
    functions
  • Provide
    technical support for policy dialogues, efficient management of
    interactions with the donor community, and quality assurance of technical
    support in the field of health system strengthening;
  • Build
    partnerships and proactively engage development partners, health stakeholders,
    relevant sectors including Finance, Local Government etc., national and
    international NGOs, Community Based and other Civil Society Organizations;
  • Build
    capacity of MOH, partners, WCO staff etc. for health system strengthening
    including health governance, services delivery and human resources for
    health at both the formal and community levels
  • Support
    community-based health services delivery approaches and initiatives in
    order to strengthen community-health services interface;
  • Collaborate
    with and support other WCO priority programmes in articulating effective
    health policies, strategies and guidelines;
  • Contribute
    to the development, implementation, supervision, monitoring and evaluation
    of national HRH strategies/plans, HRH observatories as well as scaling up
    production of health workforce.
  • Support
    strengthening of district health management systems and teams
  • Support
    research, generation of evidence, and its use for decision making
  • Support
    review and development of the Country Cooperation Strategy
  • Participate
    in coordination and collaboration with UN agencies in the context of One
    UN (UNDAF) and with other health development partners.
REQUIRED
QUALIFICATIONS
Education
Essential
  • First
    degree in Medicine, Economics or other related disciplines with
    postgraduate qualifications in Public Health
  • Masters
    in Health Policy, Planning and Financing or Masters in Health Services
    Management or Health Economics
Desirable
  • PhD
    in a relevant field.

  • Very
    good leadership skills with ability to manage a team of experts from
    diverse background
  • Emotional
    intelligence, gender sensitive and understand cultural diversity issues;
  • Proven
    ability to plan, implement, monitor, supervise and evaluate public health
    programmes
  • Excellent
    writing, presentation and computer skills; proven track record of
    publishing in peer reviewed journals is an added advantage
  • Strong
    analytical skills with ability to synthesis and interpret health figures,
    statistics and concepts
  • Excellent
    knowledge of current global health and health system strengthening issues
    and stakeholder positions in the global health policy landscape;
  • State
    of the art knowledge of health district development.
Proven
ability to use word processors, presentation software, spreadsheets, databases
and statistical and geographic information system software. Conversant with
common IT software including GSM, IT tools, mobile technologies, business
intelligence tools and collaborative platforms.

Experience
Essential
  • Seven
    (7) years of experience, in part of wholly in developing countries, in the
    field of public health, health system strengthening and/or international
    development, spanning operational work as well as policy dialogue at
    national or international level.
Desirable
  • Experience
    working at central level on policy development and strategic planning and
    at district level with NGOs, donor programmes supporting districts and
    experience in collaborating with sectors other than health will be an
    advantage.
  • Experience
    working on Health Policy development, HRH development, health governance
    and services delivery will also offers additional advantage.
Languages
  • Excellent
    knowledge of English with a good working knowledge of French.
Additional
Information
WHO’s
salaries are calculated in US dollars. They consist of a base salary and a post
adjustment (for international positions only) which reflects the cost of living
in a particular duty station and exchange rates. Other benefits include: 30
days annual leave, family allowance, home travel (for international positions
only), education grant for dependent children (for international positions
only), pension plan and medical insurance.

43.6 % of the above figure(s). This percentage is to be considered as indicative
since variations may occur each month either upwards or downwards due to
