staff complement of approximately 150 staff. SC is implementing an emergency
response programme to support the Burundi refugees in Mahama Refugee Camp.

PURPOSE OF
POSITION:

In close
collaboration with Senior MEAL Specialist, the MEAL Officer will be responsible
for the front-line overall support to SCI Emergency Field Office while ensuring
effective implementation of the Monitoring, Evaluation, Accountability and
Learning system of Save the Children Rwanda in emergency response in Burundian
refugee camps. He/she will also support and supervise 3 MEAL Assistants. 

Key areas include
(a) support the emergency response staff in the development and implementation
of Save the Children’s Monitoring, Evaluation, Accountability and Learning
(MEAL) systems; (b) assisting in the collection, entry and compilation of
emergency response data; (c) supporting SCI Emergency Field Office by providing
technical assistance during the development of monitoring and accountability
and other relevant tools; (d) supporting in the setting up and implementation
of accountability to beneficiaries mechanisms, monitor emergency response
quality, raise red flags and support programme learning while contributing to
transparent and robust reporting.

KEY AREAS OF
ACCOUNTABILITY:

Child-focused
M&E, Learning and Accountability

–      
Support the Emergency Field Office response planning and participate in
relevant review meetings

–      
Support in the compilation and analysis of quantitative and qualitative emergency
response data and contribute to subsequent reporting of the Emergency Field
Office;

–      
Be involved in monitoring and reporting upon key learning questions and foster
learning from the emergency response;

–      
Under close support of Senior MEAL Specialist, develop / adapt and administer
performance-monitoring tools to track child-focused emergency response
indicators in line with the SCI emergency response plan.

–      
In collaboration with the Senior MEAL Specialist and Emergency Response Field
Office Manager, lead the compilation of progress reports for management
purposes in line with the implementation plan, Save the Children Rwanda
and donor requirements;

–      
Prepare and submit regularly SCI emergency response data;

–      
Under the support of the Senior MEAL Specialist, manage the project database
and ensure error-free data are collected on the emergency response;

–      
Document good practices, lessons learned and feedback captured from emergency
response beneficiary children to influence and guide and inform effective SCI
emergency response;

–      
In collaboration with Senior MEAL Specialist, support the emergency response
staff in ensuring children’s participation, reporting back to children, and
child-led MEAL;

–   
Support the development of programme accountability tools and complaints
handling mechanisms for Emergency Response Office, and manage the Complaints
and Feedback Tracker;

–      
In collaboration with Senior MEAL Specialist and Emergency Response Field
Office Manager, promote a culture of lesson learning within the emergency
response team;

–      
Support the Emergency Response staff to develop consultations with children and
key stakeholders;

–      
Perform regular field visits to ensure the quality of data collected by
relevant staff and to verify the accuracy of reported data;

–      
Ensuring minimum quality standards are met within the emergency response. 

Child
safeguarding

–         
Understand the provisions of the Child Safeguarding Policy, Code of Conduct and
Local/Country Procedures and conduct oneself in accordance with the rules of
the Child Safeguarding Policy, in personal and professional lives – which
includes reporting suspicions of child abuse;

–         
Ensure the way he/she is carrying out work is not putting children at risk (or
further risk) – this means constantly scrutinizing his/her work through a child
safeguarding lens and talking to children about possible design/implementation
“flaws”;

–         
Promote the message of child safeguarding to colleagues in other organizations
and government ministries, children in their own and beneficiary families, and
community members in general  and be vigilant about observing possible
child abuse/harm in their personal and professional lives;

Support the process
of ensuring that child safeguarding and child protection mainstreaming are
integrated into all M&E frameworks through measurable output and outcome
indicators; and support the process of piloting and scaling up local level
beneficiary complaints’ mechanisms in relation to staff conduct, with an
emphasis on the Child Safeguarding Policy and measure to prevent sexual
exploitation of women and children.

QUALIFICATIONS
AND EXPERIENCE 

–         
University first degree in statistics, education or relevant degree, with
M&E skills,

–         
At least three years M&E experience working in planning, monitoring,
evaluation and accountability in an NGO setting

–         
Proven experience with quantitative and qualitative data collection, use of
tablets or other electronic data collection devices being an asset

–         
Ability to lead and drive the organization towards more child-centred
integrated emergency response using participation and listening to
beneficiaries, including children, as one of the main mechanisms for effective
emergency response

–         
Strong capacity and creativity in leading and facilitating participatory
methodologies to meaningfully engage beneficiaries and receiving their
feedback, including children
