Position
Summary
The
Project Director will be responsible for leading all areas of program
management including strategic design and implementation, financial management,
staff supervision, office management, communications, donor relations,
advocacy, fundraising, monitoring and evaluation, and reporting. This position
is based in Kigali, Rwanda and reports to the Regional Director for Africa
Programs in Washington, DC.
Minimum
Qualifications
  • Bachelor’s
    degree in political science, international relations, law, or related
    field; Master’s degree strongly preferred;
  • At
    least 8-10 years of experience with democracy and human rights programs;
  • Proficient
    in French;
  • Strong
    ability to communicate effectively in English, both orally and in writing;
  • Strong
    track record in project and staff management;
  • Experience
    working as a country director or equivalent leadership position;
  • Experience
    in challenging environments and flexibility to apply lessons learned from
    other contexts;
  • Demonstrated
    ability to mobilize communities and encourage the inclusion of
    marginalized groups;
  • Strong
    interpersonal skills, demonstrated ability to create and maintain
    effective working relationships with local partners, media, government
    officials, bilateral donors, as well as in-country and foreign experts;
  • Knowledge
    of USAID rules and regulations, and other donor approaches to civil
    society development;
  • Experience
    developing project proposals for USAID, Department of State, European
    human rights institutions and private donor organizations;
  • Demonstrated
    financial management experience including preparing and managing budgets,
    contracts, and negotiations, and subgrant management;
  • Demonstrated
    ability to effectively manage a diverse team of employees, including
    expatriate and local staff;
  • Ability
    to use productivity software such as MS Word, Outlook, PowerPoint; and
    Microsoft Excel.
Essential
Duties and Responsibilities
  • Direct
    development and implementation of programs to support rights-focused civil
    society in Rwanda;
  • Responsible
    for the quality, cost, and timeliness of performance of all work performed
    under the programs;
  • Monitor
    and evaluate processes, and write program reports to ensure completion of
    program objectives;
  • Ensure
    compliance with donor regulations;
  • Assume
    responsibility for the daily operations of the office, which includes but
    is not limited to: financial management, general office administration,
    public relations, and staff management;
  • Network
    and liaise with members of governments, civil society organizations,
    international and regional bodies, consultants, and private funders;
  • Proactively
    seek out new funding opportunities and represent Freedom House before
    funding organizations;
  • Develop
    advocacy initiatives to support human rights in Rwanda;
  • Required
    to travel to project sites within the country and potentially in the
    region as requested;
  • Occasional
    travel to the U.S. and regionally
  • Other
    related duties as assigned.
