Literacy Boost Coordinator 
World Vision International (Rwanda) is
a child focused Christian humanitarian organization implementing development
programs in 15 Districts of Rwanda. 
World Vision seeks to hire a highly
qualified, dedicated and experienced national for the position of Literacy
Boost Coordinator
. This position will be based at the Cluster Office
in Nyamagabe or Karongi
, and reporting to the Cluster Manager. 
 Purpose of the position:

To Lead the implementation,
coordination and technical support for McGovern  Education Project. And
contribute to achieving WVR’s Child Wellbeing Targets in designated district
through planning, monitoring and implementing Education Technical Programme in
line with applicable Technical Approaches and WVR National Strategy. 
Secondly the job holder will have
technical accountability to oversee programs and also geographical
accountability by supervising all education activities in a specific Area
Program.
The position will also provide critical
liaison role between World Vision & districts Technical Specialists and be
accountable to the Project Education Manager for project deliverables.
Ultimately, the success of the role
will be judged on the extent to which reading outcomes for grades 1-4 children
improve, % of successful entrepreneurship outcomes for youth and the uptake of
LB methodologies and youth life skill/livelihood initiatives are integrated
into district, sector and village level education systems and structures.

The major responsibilities:
  • Project
    Implementation
  • Lead
    the effective implementation of McGovern/USAID project interventions,
    ensuring coordination between APs, cluster, and the district technical
    staffs through open, timely, intentional and clear communication.
  • Responsible
    for Education & Life skills  project planning and implementation
    in the district area;
  • Liaise
    with the Education sector lead to promote literacy boost & Life skills
    activities   for quality implementation of Education & Life
    skills  projects models;
  • Build
    capacity of area programme implementing staff on the Education & Life
    skills  program models and approaches
  • Ensure
    cross cutting themes are adequately integrated in cluster detailed
    implementation plan
  • Work
    in collaboration with Child Development Officer to ensure that Registered
    Children and their households are participating and benefiting from
    Education & Life skills  programme interventions.
  • Integrate
    Cluster education project activities with other sectors and with the 
    district and MINEDUC development plan
  • Initiate
    and participate in education  districts  Advocacy initiatives
  • Mobilization
    of  PTAs , SMCs, DEOs, SEOs etc  and conducting trainings to
    build capacities on education  improved methodologies.
  •  Identify
    and build strategic linkages, relations, collaborations and networks with
    partners and other stakeholders in implementation at the district level.
  • DME
  • Provide
    technical leadership for quality assessments, and development of district
    Detailed Implementation Plans
  • Work
    with M&E specialist to conduct the measurement of youth life skills,
    functional literacy, early grade reading and early grade math skills.
  • Support
    the DME team in the development of Education & Life skills 
    programs monitoring system, development and/or adaptation of tools and
    adoption of the tools
  • Ensure
    effective documentation of all the information related to Education &
    Life skills  program successes, innovations and promising practices
    and disseminate through appropriate mechanisms.
  • Contribute
    to the writing of child wellbeing outcome monitoring reports
  • Produce
    timely, accurate, compliant and quality reports for WV and mandatory
    government reports
  • Support
    action learning modes of building the professionalizing and accrediting
    the work of local community educators in improving reading and essential
    life skills
  • Document
    and communicate developments in the project sites for the purpose of
    learning, knowledge management, sharing experiences and education sector
    program development in Rwanda
  • Participate
    in and coordinate technical & monitoring visits of WV & SC
    technical staff and facilitate/reinforce the transfer of technical
    capacity to LB APs through provision of trainings, reflection workshops,
    mentoring, technical advice, dialogue, field observation/demonstrations.
  • Resource
    mobilization and Networking
  • Contribute
    to the production, and review of concept papers and proposals for funding
    agencies
  • Establish
    and maintain partnerships with key Education related departments at sector
    and district level
Qualifications: 
Education/Knowledge/Technical Skills and Experience
The following may be acquired through a
combination of formal or self-education, prior experience or on-the-job
training:
Educational level required:  Bachelors
Degree in Education or Pedagogy. 
  • Technical
    Training qualifications required:  strong background in pedagogy,
    business entrepreneurship, and/or innovating community development
  • Ability
    to demonstrate the following desired  knowledge, skills, technical
    capacity and  professional competency
  • Experience
    in instructional approaches, material development, instructional toolkit
    preparation, current classrooms organization.
  • Experience
    in providing technical support to  district level education personnel
  • Ability
    to work with  quality assurance officers ,principals,
    teachers,   and volunteers in education
  • Experience
    in developing sound proposal and concept notes
  • Interest
    and ability to relate positively to children, staff and parents.
  • Experience
    and skills in preparing instructional and training materials appropriate
    to the needs and interests of children, teachers, supervisors, principals
    and education personnel.
  • Ability
    to implement  community participation strategy  in the
    improvement of basic education
  • Strong
    skills in networking with education sector stakeholders in the field as
    well as other network of educators or organizations.
  • knowledge
    on early childhood, disadvantaged children,, formal and/or vocational
    education programming, designing, implementing and evaluating
  • Demonstrated
    ability to communicate verbally with people
  • Fluent
    in both written and spoken English.
  • Experience: 
    2 Years in education sector
     
Working Environment / Conditions:
•          
Work environment:  Office-based with frequent travel to the field
•          
Travel:  50% Domestic/ travel in to clusters and international travel as
required.

Work station: Nyamagabe/Karongi
