POSITION:
HEAD, SUPPLY CHAIN

JOB
PURPOSE
The
Head Supply Chain is accountable for all local Procurement, Supplier Contract
Management, Supply Chain Planning and Logistics activities. 
The
successful candidate will:
  • Provide
    leadership and expertise to the local teams who are executing the related
    activities, in support of the local technical and commercial teams who are
    the main customers of SCM.
  • Contribute
    to and support the objectives set by the country and global senior
    management and report on results achieved, both to the local and global
    stakeholders
  • Champion
    continuous improvement and lead people development in the related
    activities
  • Enforce
    safe, ethical and sustainable work practices in the areas in scope.
KEY
RESPONSIBILITIES
Lead
the local teams who are executing local procurement, contract management,
supply chain planning and logistics:
Procurement:
  • Ensure
    that the local Procurement team is the local partner of choice to engage 3rd
    parties in a sustainable and responsible manner
  • Oversee
    the negotiation of all locally contracted goods and services, i.e. those
    that are not covered by the global category teams, and lead a selected
    number of major local sourcing initiatives
  • Oversee
    and ensure an effective and efficient local request-to-pay process, in
    accordance to the Millicom policies and authority levels
  • Collaborate
    with the global category teams to help fine-tune their category strategies
    and strategy execution
  • Act
    as a filter for the signing and approval of purchases, according to the
    Millicom policies and authority levels
Contract
Management:
  • Oversee
    the professional management of all local supplier contracts
  • Develop
    and maintain relationships with strategic suppliers, ensure regular
    business review meetings with the main suppliers that serve the local
    operation
  • Ensure
    communication between the local team and owners of global Millicom
    contracts including local implementation of Global contracts
Supply
Chain Planning:
  • Ensure
    the organization of all supply chain planning activities required to
    effectively and efficiently bring network and commercial products and
    services to the ultimate point of use
  • Oversee
    the local end-to-end inventory planning and optimization, procurement
    planning, sales & operations planning and distribution planning. 
    Support sales forecasting for which the ultimate accountability resides
    with the Commercial team
Logistics:
  • Oversee
    all transportation activities (own and outsourced), and all the logistics
    links with the suppliers to the country, including customs processes
  • Oversee
    all (own and outsourced) warehousing activities serving to TIGO, covering
    all technical equipment, devices and other customer premise equipment
    (CPE) and the commercial / promotional items
Contribute
to and support the overall business objectives and report on results achieved
  • Work
    with the senior management team to ensure the appropriate target are set
    and champion the pursuit of the objectives with respect to
    • Procurement:
      time-to-market, CAPEX and OPEX costs
    • Supply
      Chain: inventory levels and accuracy, customer service levels, lead times
    • Logistics:
      OPEX
    • General:
      corporate social responsibility, safety, security and fraud
    • Ensure
      the appropriate tracking of the KPIs relating to the mentioned objectives
    • Ensure
      appropriate reporting to the local management team, the global
      Procurement and Supply Chain team and the other local and global
      stakeholders
    • Manage
      the budget of the supply chain department
Champion
continuous improvement and lead people development in the related activities
  • Challenge
    and oversee the improvement of all local Procurement, Supply Chain and
    Logistics policies, procedures and KPIs
  • Identify
    people development needs and initiate the appropriate actions to improve
    the competence levels with respect to the areas in scope
  • Maintain
    a succession planning for management and key roles in department Select,
    promote and out-counsel people in collaboration with local Human Resources
Enforce
safe, ethical and sustainable work practices in the areas in scope
  • Build
    an atmosphere that will not tolerate fraud
  • Ensure
    a safe and secure work environment for our people and suppliers
  • Enforce
    Millicom’s Supplier Code of Conduct
QUALIFICATIONS
& EXPERIENCE
  • Master
    degree in Business Administration or Industrial Engineering
  • Fluent
    in English and the local language
  • At
    least 5 years of experience in similar positions in a global business
    environment
  • Advance
    knowledge of Procurement and Supply Chain Management processes and best
    practices
  • Comfortable
    to conduct high-level supplier negotiations
  • Experience
    in managing cross-functional teams and third-parties, in a multinational
    context
  • Strong
    leader and people managers, experienced in managing professionals in a
    complex & demanding environment
  • Ability
    to effectively engage with senior and international stakeholders
  • Solid
    experience in project and budget administration, eye for detail
  • Highly
    effective verbal and written communication skills
