Norwegian
People’s Aid is a humanitarian organisation rooted in the Norwegian Labour
Movement. We work with International Development Partnerships, Humanitarian
Mine Action, Rescue Service and First Aid, and Asylum and Integration.
Norwegian People’s Aid has about 12000 members in Norway and 2400 staff
worldwide. We work in 36 countries around the world, and in 2016 we will have
an expected turnover of 1000 MNOK.

Norwegian People’s
Aid (NPA) has been present in Rwanda since July 1995. The programme has evolved
from an emergency approach, following the end of the genocide, to a robust
governance programme s

upporting civil society and citizens. In cooperation with
a range of local partners, NPA is currently involved in two projects; The
Public Policy Information, Monitoring and Advocacy Project and Ending Gender
Based Violence. NPA Rwanda has 23 staff and an annual turnover of approx. NOK
32 mill.

NPA’s overall
objective in Rwanda is to support Rwandan civil society partner organisations
become accountable institutions to their constituents, and promote meaningful
citizen participation in processes that affect their lives.

We are looking for a
Country Director (CD) with strong management skills in Rwanda, to be located in
Kigali. The CD will have the overall responsibility for NPA’s activities in
Rwanda.

Responsibilities:
All responsibilities and reporting has to be carried out in accordance with NPA
rules and regulations. The CD is formally responsible to, and reports to
Director of International Programme Department. Regular follow up of the
programme is carried out in close collaboration with the relevant geographical
advisor in the International Programme Department at Head Office.

The general
responsibilities of the CD includes:

  • Lead
    the NPA Rwanda Management Team
  • Provide
    leadership, advice and support to the programmes and the Management Team
  • Ensure
    that relevant strategies, policies, management systems and routines are in
    place and adhered to
  • Monitor
    and direct programmes according to strategies, plans and policies
  • Analyze
    activities and evaluate performance, and identify areas for improvement
  • Ensure
    good working relationship with the national authorities, donors, UN,
    international and local organisations
  • Promote
    NPA in Rwanda both in media and in public
  • Overall
    responsibility for all personnel in Rwanda
  • Overall
    responsibility for NPA’s properties and assets
  • Overall
    responsibility for safety and security of NPA staff
  • Monitor
    developments in Rwanda and the region, in particular the political and
    security situation, give advice to HO and if required, implement necessary
    changes in the country programme
  • Ensure
    that financial and administrative procedures support programme activities
    in line with HO guidelines
  • Ensure
    budget control and that annual budgets are prepared for approval by NPA
    HO, and that financial and administrative procedures are in line with NPA
    Head Office guidelines
  • Ensure
    that NPA’s HR policy, code of conduct and national laws of Rwanda are
    followed
  • Other
    tasks as assigned by line management

Required
qualifications:

  • Relevant
    advanced university degree
  • At
    least 5 years’ experience, and demonstrated success at senior level
    management in an international NGO
  • Ability
    to collaborate, network and negotiate with local partners, local
    governments, UN, donors and other NGOs
  • Demonstrated
    success in projects designing, implementation, monitoring, evaluation and
    reporting
  • Demonstrated
    experience in supporting partnership through work with local partner
    organisations
  • Understanding
    of different means for supporting organisational capacity strengthening
  • Proven
    skills in budgeting, finance development and risk management
  • Strong
    presentation skills
  • Good
    writing skills and proficiency in English language
  • Good
    computer skills

The following
qualifications are desirable and will be an advantage, but are not
requirements:

  • Experience
    from Rwanda
  • Norwegian
    or other Scandinavian language skills
  • Knowledge
    and understanding of Norwegian/Scandinavian politics, aid-policies and
    donors
