Justice & Démocratie (RCN J&D) is a Belgian non-governmental
organization (NGO) founded in 1994 in the aftermath of the Rwandan genocide. It
aims to ensure the respect of the fundamental

aims to ensure the respect of the fundamental
rights of each individual, in
particular the right to justice and the rights enshrined in international human
rights conventions. In August 2015, RCN J&D began a new project entitled Strengthening
Proximity Justice in Rwanda(SPJR), using the methodology of Outcome Mapping
(OM). Given that OM is a new approach for RCN J&D, the need has been
identified to engage a consultant to help refine the Monitoring, Evaluation and
Learning (MEL) framework and processes for the SPJR project.

Skills and Competences:

- A
relevant master’s degree. - Experience
of working as a consultant to support organisations to implement outcome
mapping approaches. - A
minimum of six (6) years of working experience of coordination, or
monitoring and evaluation, of projects in the development sector. - A
minimum of two (2) years experience working with the outcome mapping
approach. - Experience
delivering participatory trainings and workshops. - English
proficiency, both in writing and speaking. - French
proficiency, in speaking.
Desirable
Skills and Competences:
Skills and Competences:
- Technical
expertise in one or more of the following areas: Rwandan law and justice
sector; public awareness campaigns; capacity building of CSOs. - Previous
experience in Rwanda strongly desirable. - Ability
to use modern communications technologies and software to create bespoke
MEL tools for outcome mapping projects.
