ANNOUNCEMENT
Background
Rwanda Media Commission (RMC) is the institution
responsible for Media Self-Regulation in Rwanda. Its mandate is contained in
Media Law N° 02/2013 of 08/02/2013 especially Article 2, (200)
that defines

media self-regulatory Body and the circumstances the body is put
in place. In particular, the body enforces the journalistic code of ethics,
acts as the primary and highest adjudicator of complaints against the media,
represents the broader interests of journalists and defends media freedom and
media consumers in general.

In order to meet its mandate, the RMC is seeking to
recruit an experienced, self-motivated and managerially effective Executive
Secretary.
Job Description for Executive Secretary of Rwanda
Media Commission
The Executive Secretary is the Chief Executive Officer
of Rwanda Media Commission, and, as such, in conjunction with the Board of
Commissioners, the secretariat and the overall membership of RMC, he/she is
responsible for the overall planning, co-ordination and implementation of RMC’s
human and non-human resources, including personnel, policies, programs and
projects.
Reporting directly to the Board of Commissioners,
through the Chairman of the Board and working in conjunction with other
relevant committees of the Board, the Executive Secretary has overall
responsibility for initiating, planning and managing the policies, programmes,
projects and resources of RMC, especially in regard to self-regulation. He/she
shall perform the following duties and responsibilities:
  1. Provide strategic leadership and direction for
    the development, implementation and periodic review of RMC policies,
    programs and projects;
  2. Provide strategic leadership, as the overall
    supervisor and administrator, for RMC’s human and other resource requirements,
    and assume primary responsibility for the organizational assets and
    facilities;
  3. Serve as the chief public relations officer of
    RMC, and, as such, represent the organization at various stakeholders’
    forums and as such be responsible for upholding the image and reputation
    of RMC.
  4. Act as the Secretary to the Ethics Committee to
    ensure a smooth complaints handling process;
  5.  Attend Board meetings in order to ensure
    that  the general policies, programs and projects approved by the
    Board are appropriately implemented;
  6. Ensure compliance of RMC policies and procedures
    with all applicable laws.
  7. Initiate and develop high-quality annual and
    multi-year programs, projects and budget proposals through planning and
    fundraising in a timely manner for the attention of the Board;
  8. Oversee and ensure effective planning, control,
    management, and compliance with financial and audit systems in accordance
    with the laid down organizational policies and procedures;
  9. Conduct periodic review and appraisals of staff
    performances with a view to enhance staff outputs through mapping out and
    monitoring organizational, unit, departmental and individual performance
    targets;
  10. Foster and consolidate networking with partner
    organizations, development partners, government, and spearhead advocacy
    work to mainstream good practices in media self-regulation.
  11. Support research and innovation towards improving
    the self-regulatory system in Rwanda as championed by RMC;
  12. Undertake learning opportunities that enhance
    understanding of self-regulatory systems and practices;
  13. Perform any other duties as may be necessary, or
    as assigned by the Board, for the good of RMC.
Evaluation/output/outcomes
The key output of this position is a well-managed,
coherent and fully functional RMC secretariat that responds to the demands of
modern media self-regulatory practices. The key indicator of success in this
position will be the ability to co-ordinate the various functions of RMC such
as complaints handling, media monitoring, advocacy and partnership building,
into a coherent and respectable system of self-regulation as envisaged in the
Media Law.
Qualifications
  • Master’s degree in management, Public
    administration, Business,  Entrepreneurship or any related fields
    with 1 years of experience;
  • A0 in  management, Public administration,
    Business,  entrepreneurship or any related fields with 3 years of
    experience;
  • Experience working with development partners,
    fundraising, managing projects or business enterprises;
  • Having knowledge on media sector in Rwanda would
    be an added value
