DM&E SPECIALIST
World Vision International (Rwanda) is
a child focused Christian humanitarian organization implementing development
programs in 15 Districts of Rwanda.
World Vision Rwanda seeks to hire a
highly qualified, dedicated and experienced national for the position of DME
Specialist
. The position will be based in Nyamagabe District in the
Southern Zone and reporting to the Zonal Manager.

Purpose of the position:
To lead all DME activities at zone
level, provide technical support to programs and projects, and improve the
quality of program effectiveness. The DME will build capacity of staff,
partners and community in development programming, lead the Assessments /
Baseline surveys, Evaluation and develop the quality report, develop concept
papers, proposals and review programs/projects annual operating plans and
reports to ensure quality and alignment with donor requirements according to
World Vision guidelines (LEAP)
Communicate World Vision’s Christian
ethos and demonstrate a quality of spiritual life that is an example to others.
The major responsibilities include:
  • Develop
    concept papers, proposals and their budgets for funding in line with World
    Vision standards (LEAP/donor requirements, CWB) and World Vision Rwanda
    strategic direction.
  • Develop
    Monitoring and Evaluation (M&E) tools to collect relevant program
    information to inform development programming
  • Leading
    the Design Document for Core project and redesign exercise, their budgets
    for funding in line with LEAP/donor requirements and World Vision Rwanda
    strategic direction
  • Review
    Program Designs and DIPs in accordance with LEAP guidelines and World
    vision strategic direction
  • Build
    the capacity of program staffs in participatory approaches (PRA, AQ, PLA)
    that engage the community in meaningful discussions on their preferred
    direction, program partners, volunteers and community members in doing
    assessment and supervise assessment exercises project in line with LEAP
    processes and guidelines
  • Initiate
    and lead baseline and evaluation surveys for Core project that are
    designing/redesigning
  • Enhance
    documentation, success stories and data management across all programs in
    the interventional areas.
  • Build
    the capacity of program staff in use of PMIS to ensure program, project
    management, monitoring and  evaluation  standards to enhance
    their work  with partner communities
  • Build
    the capacity of program staff in the quality and monitor the
    implementation of audit recommendations
  • Maintain
    good working relationship with support office by timely responding to
    relevant DME issues
  • Prepare
    monthly, quarterly and annual activity reports and submit them to the
    supervisor
  • Establish
    and Manage the programs’ database (relevant programming data, impact and
    success stories)
Qualifications: 
Education/Knowledge/Technical Skills and Experience
The following may be acquired through a
combination of formal or self-education, prior experience or on-the-job
training:
  • Must
    have a university degree in Social Sciences, Economics, Rural Development
    Studies or related field. Postgraduate diploma in project Management is
    desirable.
  • Must
    have a minimum of 5 years experience in development work, preferably
    working in a large NGO/UN. Should have been involved in project design and
    implementation. Experience in project monitoring, evaluation and report
    writing is essential.
  • Must
    have a clear vision of the key accountabilities, and be determined to
    achieve all set targets in line with short, medium and long term targets
    and objectives.
  • Excellent
    negotiation skills.
  • Computer
    literacy (at least good command of word and excel)
  • Excellent
    knowledge of English language and Kinyarwanda. Knowledge of French is an
    added advantage.
  • Perform
    other duties as required.
