is currently looking for an expert in the human aspects of cross border
development for the EC Identification and Formulation mission in securing
cross-border social, economic and commercial activities in the Great Lakes
Region. The mission would be 40 working days and working language is French.
Tentatively, Phase 1 would last from mid-September till end of October and
Phase 2 from beginning to mid-December.

Expert
4 – category II ( 40 working days ):
A
minimum of Master’s degree in Public administration, Law or Political sciences
with at least
6 years of experience in the area of instituional reforms; capacity needs
assessment of
regional bodies and capacity building with a focus on design of projects for
institutional
strengthening;
Track
record in programme management including appraisal, design, monitoring and
evaluation, having led (or participated in) at least three similar assignments
in comparable
contexts within the last live years;
Good
understanding of regional integration and particularly institutional
assessment/capacity
building;
Excellent
writing skills and proven ability to produce high quality documents in French;
Excellent
communication skills in French;
Knowledge
of English.

Bureau
for Institutional Reform and Democracy is currently looking for an expert in
the human aspects of cross border development for the EC Identification and
Formulation mission in securing cross-border social, economic and commercial
activities in the Great Lakes Region. The mission would be 40 working days and
working language is French. Tentatively, Phase 1 would last from mid-September

minimum of a Master’s degree in security studies, law, or a related field with
at least 6
years’ experience in security aspects of joint border management (securing and
surveillance of
border posts, fight against cross-border trafficking, police co-operation, …
);
Track
record in programme management including appraisal, design, monitoring and
evaluation, having led ( or participated in) at least three similar assignments
in comparable
contexts within the last five years;
Good
understanding of security aspects in fragile regional environment;
Excellent
writing skills and proven ability to produce high quality documents in French;
Excellent
communication skills in French;
Knowledge
of English.

in comparable
contexts within the last five years;
Excellent
working knowledge of the Great Lakes region;
Excellent
communication skills in French;
Knowledge
of English.

Team Leader at BiRD
Bureau for Institutional Reform and
Democracy
  is currently
looking for a TL for the EC Identification and Formulation mission in securing
cross-border social, economic and commercial activities in the Great Lakes
Region. The mission would be 40 working days, working language is French and
tentative planning is that Phase 1 would last from mid-September till end of
October and Phase 2 from beginning to mid-December.
Expert 1 Team Leader- category I (40
working days)
The
team Ieader will be responsible for ensuring a successful implementation of the
assignment
including communication and reporting and should have the following
qualifications and
competencies:
A
minimum of a master degree in economics, international law or a related field
with at least
10 years’ experience in issues pertaining to joint border management and
cross-border
cooperation and development (free flow of people and goods, regional trade,
informal
sector … );
Track
record in programme management including appraisal, design, monitoring and
evaluation, having led similar regional assignments within the last five years;
Working
knowledge of issues in the Great Lakes region is desirable;
Knowledge
of aid effectiveness principles and different funding modalities
(action/functioning
grant, Programme-estimate, trust fund, delegated agreement);
Excellent
writing skills and proven ability to produce high quality documents in French;
Proven
ability to lead a multidisciplinary team in a complex environment (leadership
skills) in
at least 5 assignments in the past ten years;
Excellent
oral communication in French;
Good
oral communication skills in English.
