World Vision Rwanda seeks to hire a
highly qualified, dedicated and experienced national for the position of Saving

omic development Officer. One position will be based in
Rusizi District and the other in Nyamasheke District both in the Southern Zone
and reporting to the Project Coordinator.
Purpose of the position:
The VSLA and Economic Development Field
Facilitator role is to educate and mobilize community on the importance of
savings, and financial services. The Facilitators will lead the formation of
Village, Savings and Loans Associations VSLAs, train them and inspire members
to invest in potential business in their communities. The Facilitatorswill
develop guiding materials, facilitation the support with starting kits,
disseminate and facilitate linkages and monitor the graduation process to
microfinance institutions.

The major responsibilities include:
- Participate
in the program review, design and implementation plans to Identify the
savings history including and barriers in the country. - Conduct
training workshops to identify appropriate savings and credit models:
Facilitate formation of savings and credit groups to successful
groups(including cash box, constitution, election of office bearers and
key/box holders). - Promote
savings models within the district and develop savings and credit module
materials including training methodology for community savings
facilitators - Conduct
awareness-raising with community and key stakeholders on savings and
credit model - Ensure
quality in the roll out of the Savings group (VSLA) model and oversee,
guide and provide technical support to VSLA Field Officers - Ensure
tracking of VSLA group performance through the SAVIX MIS system in
collaboration with the national office MIS officer/Administrator - Conduct
exposure visit of new savings groups to successful groups - Attend
savings groups meetings and provide advice as appropriate and participate
in review. - Contribute
and participate in the mid-term and term evaluation of the savings and
loan groups ( Effectively document all information related to project
successes and best practices, create a bank of pictures, videos, and most
significant change stories on the project in the selected sectors, and
document and report initial market assessment findings. - Support
the Business coach officer in baseline and evaluations of the project and

and build strategic linkages, relations, collaborations and networks
with partners and other stakeholders in implementation as well as ensure
CORE Project activities are integrated or synchronized with ongoing WV
and government interventions so as to ensure sustainability and avoid
duplication.

combination of formal or self-education, prior experience or on-the-job

- A
bachelor degree in marketing, economics, business or related fields - Ability
to construct, interpret, critique budgets and track expenditure; strong
financial/budgeting skills. - At
least 3 years of experience working with financial sector - Demonstrate
ability to foster partnerships with community and/or Government
agencies/organizations and groups - Strong
experience in Networking - Report
writing skills - Strong
group facilitation and training skills - Financial
Management skills - Knowledge
of community development, empowerment and mentoring approaches - Research,
monitoring and evaluation skills. - Demonstrated
experience in community economic development and management(own business
or by providing business development services), experience with small
business financing, market analysis and market research - Demonstrated
experience in monitoring and evaluation - Good
oral & written communication skills of both English and Kinyarwanda as
well as networking skills - Motorcycle
Driving permit is mandatory
