BACKGROUND:
Save the Children is

Save the Children works in seven regions in Rwanda with a current staff
complement of approximately 80 staff. SCI Rwanda Country Office seeks to hire
qualified, committed and experienced nationals
to fill the following position.

PURPOSE OF
POSITION:
The Humanitarian
Preparedness & DRR Manager will act as a key member of the Rwanda Team,
S/He will provide leadership around emergency preparedness, response and DRR
across the country. Working with country management teams S/He will build
capacity and provide support to ensure appropriate response by Save the
Children to chronic, complex and rapid onset emergencies across the Country.
S/He will ensure and
enable that Rwanda Country Office is able to:
· Meet minimum
operating standards for emergency preparedness
· Build emergency
capacity within the country teams around emergency preparedness and response
· Respond
effectively and efficiently to emergencies
· Lead DRR
initiatives
S/He will support
and enable Rwanda Office to:
· Meet back office
requirements for all emergencies
· Maintain
appropriate country emergency preparedness
· Share best
practises as related to resilience building
KEY AREAS OF
ACCOUNTABILITY:
Leading
Current SCI Emergency response
- Assume
overall management of the Burundi refugee crisis emergency response. - Ensure
any new multi-sectoral integrated assessments are undertaken and review
the emergency response strategy as necessary. - Provide
leadership to the emergency response in Mahama and lead in any new
emergency response that may emerge. - Ensures
that OPS Director/Country Director is well informed on issues related to
emergency response and emergency risk management pertaining to all areas
of operations. - Ensure
production of high quality, analytical reports, supply of regular sitreps,
and collection, analysis and dissemination of relevant information and
data relevant to the response. - Evaluate,
monitor and review to ensure strict compliance of programme activities
with Save the Children national and global policies and procedures and
with relevant donor regulations and agreements, SPHERE guidelines and the
NGO code of conduct. - Represent
Save the Children’s emergency response to local authorities, donors and
members of the humanitarian community. Ensure establishment and
maintenance of strong working relationships with local communities,
community based organisations and other local authorities as appropriate. - Monitor
the implementation of grant budgets, keeping the lead member and other
emergency alliance members informed and ensuring any corrective actions
are taken. - Lead,
support and motivate emergency team members, ensuring that team members
have clear objectives and receive meaningful feedback on their
performance. - Where
appropriate, ensure that capacity building of country programme staff occurs
in order to ensure ongoing sustainability and quality of the response.
Emergency
Preparedness institutionalised across the country and capacity of the country
management team and other partners’ ability to respond effectively to
emergencies enhanced through:-
l Ensuring CO meets
emergency preparedness MOS, including coordinating emergency preparedness
planning.
l Training, coaching
and supporting country programme and managers regarding their roles in
emergency preparedness and response.
Support the
Operations Director and Country Management Teams in maintaining an overview of
humanitarian response in Rwanda through:-
l Managing the SCI
Rwanda early warning system, monitoring triggers and trends and enabling
appropriate decision-making and response at CO level
l Assessing progress
and results of work in the country regarding ongoing response in Mahama camp to
complex, chronic emergencies, and any new rapid onset emergencies.
l Support proposal
and funding applications for Rwanda emergencies and DRR initiatives.
l Participate in
development and review of emergency response strategies – with links to the
emergency preparedness plans.
l Promote the
sharing of programme best practice and use of evidence amongst country
programmes that contribute to resilience building.
l Representing our
work to relevant humanitarian bodies, coordination mechanisms and forums in
Mahama camp and in Kigali.
Disaster
Risk Reduction mainstreamed throughout country programmes
l Work with Save the
Children DRR Global Working Group to support Country Programmes to grow.
l Streamline and
integrate disaster risk reduction programmes into the Country office programme
portfolio.
l Be the link with
the MIDIMAR in Rwanda.
Other
support to the Country team
l Stay abreast of
developments within Save the Children International and roll-out of
international programming unit, with regard to emergency preparedness and
response.
l Develop closer
links between EPP, DRR, Emergency Response and operational capacity building
initiatives across Save the Children International and Save the Children
members.
QUALIFICATIONS
AND EXPERIENCE
Person
Specification
· Degree in
development studies, social sciences, or other subject related to international
development, resilience and humanitarian aid
· Substantial
knowledge of international humanitarian systems, institutions and donors, and
of procedures, accountability frameworks and best practices in emergency
management
· Minimum 2 years
relevant experience of emergency preparedness and disaster risk reduction
frameworks and approaches
· Commitment to Save
the Children values and willingness to abide by Child Safeguarding Policy.
