Position Purpose:
Pact seeks a Deputy
Chief of Party (DCOP) for the anticipated four-year USAID-funded Moving Into
The Future With The Youth (PaMawa ndi a Chinyamata or PaMawa) program in
Malawi. The DCOP assists the COP with leadership, management, and strategic direction
for the entire project. This position is responsible for assisting and guiding
technical staff and for ensuring the responsiveness and quality of work along
with efficient use of resources and achievement of results. This position is
contingent upon funding.
Key
Responsibilities:
• Assist the COP in
the successful programmatic and technical implementation of the project
including the timely completion of high-quality work plans, accurate reports,
and other mandated deliverables.
• Assist the COP in
monitoring project progress vis-a-vis expected objectives, utilizing tools and
methods developed by Pact, and ensuring effective usage of resources and
compliance with donor requirements.
• Work with the COP
on integrated management of all project finances to ensure effective use of
resources in order to achieve program objectives in compliance with donor
requirements.
• In collaboration
with the COP, design, develop and adapt policies, guidelines and criteria for
the management of project finances and sub-grants in accordance with Pact
standards and donor regulations.
• Collaborate with
headquarters and all partners to ensure programming aligns with Pact’s
organizational mission and vision and that project best practices and lessons
learned are shared for organization-wide dissemination.
Basic Requirements:
• Management and
supervisory experience commensurate with the scale and scope of PaMawa. At
minimum, the proposed COP must have at least five years of progressively more
responsible supervisory work experience that involved direct leadership of
professional and support staff, oversight and evaluation of staff performance
and deliverables, and contract/grant management. The same minimum level of
experience is required for the DCOP.
• Demonstrated track
record of achieving results in a development context. Specific and relevant
development outcomes achieved as a result of the proposed COP and DCOP’s
leadership should be documented in their CVs and summarized in the Annex.
• Demonstrated track
record of working in teams and fostering partnerships. Effective partnerships
with relevant institutions and structures are critical to PaMawa’s success.
• Specific instances
when the proposed COP and DCOP have formed led or participated in relevant
partnerships should be highlighted in their CVs or in the Annex.
• Oral and written
communication abilities. Both the COP and DCOP should possess an ability to
effectively communicate with a wide variety of stakeholders including
government counterparts, to communicate goals and expectations to their teams,
and to deliver timely and high quality oral and written analysis and reporting.
• Demonstrated
capacity to oversee monitoring, evaluation and learning. In combination the
proposed COP and DCOP must possess a demonstrated ability to provide oversight
and leadership for high quality results monitoring and assuring data quality,
and for evidence based adaptive management.
Preferred
Qualifications:
• Experience working
within Malawi and/or a strong demonstrated understanding of the country
context. Understanding of the country context may be demonstrated through a
track record of successful project implementation in Malawi or within the
region (links to any relevant evaluations should be included in the Annex),
through publications, and/or through leadership of relevant institutions or
forums.
• Leadership
experience managing or evaluating cross-sector development programs.
• Proficiency in one
or more local languages.
