qualified, dedicated and experienced national for the position of Chief of
Party. This is a highly technical position based at Head Office – Kigali
and reporting to the Integrated Programs Director.

Purpose of the position:
The position holder will lead the
implementation of the USAID Rwanda Integrated Nutrition WASH program
(INWA). The CoP will be responsible for ensuring high quality,
result-oriented program implementation and timely achievement of project
milestones and objectives. The CoP will represent the program to the donor, key
government officials, research institutions and other international/local
partners, ensuring high levels of visibility and strong collaboration with
relevant key stakeholders. The CoP will also ensure effective consortium
management, building on the strengths of each partner to promote strong program
integration and holistic service provision and capacity building for vulnerable
households and local government.

insecure districts in Rwanda. The proposed program will take an integrated
approach to reducing chronic malnutrition, with a particular focus on enhancing
resiliency and increasing household and community capacities to manage and

coordination of all project activities and staff. S/he will be responsible for
technical leadership and administrative oversight of the program and will serve
as the principal institutional liaison to the donor and local government

The major responsibilities include:
- Manage
proactive and responsive relationship with grant donor in close
collaboration with World Vision National Office staff. - Direct
and oversee grant implementation, ensuring that all strategic objectives
are met through proper design, staffing, implementation and quality
assurance - Supervise
a team of senior level international and national staff with skills across
a diverse set of technical areas - Ensure
proper technical capacity of staff to manage complex donor-funded projects - Lead
grant staff and short-term consultants - Establish
and maintain effective project reporting, evaluation, and communication
systems. Submit timely accurate and professional reports that meet
donor requirements - Manage
grant/project budget within approved spending levels and ensure accurate
and timely financial reports to donors and SO staff. - Provide
vision and strategic technical leadership for the project.
Qualifications:
Education/Knowledge/Technical Skills and Experience
Education/Knowledge/Technical Skills and Experience
- A
Master’s degree or higher training in nutrition, public health,
international development, public administration, economics, or in a
closely related field is required; - Ten
years of progressively increasing management responsibility in
international development projects, previous experience as a Chief of
Party or Deputy Chief of Party is highly desirable; - Experience
leading a nutrition-related program, preferably with integrated WASH
interventions is highly desirable; - Experience
interacting with developing country government, international
organization, other bilateral donor and civil society representatives and
senior level government officials is desirable; - Experience
managing a USG cooperative agreement or contract, at least five years of
which shall have been in senior program management including direct
supervision of professional and support staff is desirable; - Experience
with systems strengthening, capacity building, service delivery, quality
improvement or policy development is desirable; - Demonstrated
ability to establish and sustain professional relationships with civil
society organizations and host country government counterparts is
desirable; - Excellent
communicator with demonstrated experience in communicating complex
processes to diverse stakeholders, including government officials at the
national, provincial and district levels, service orientated NGOs, civil
society organizations, donors, etc. is desirable - Keen
understanding of the unique political dynamics of the country and ability
to work carefully and collaboratively to maintain productive relationships
with the various government entities in Rwanda - Proven
ability in the management of large integrated grant-funded projects in
developing countries - Familiarity
with USAID programs, their history and their development; mastery of USAID
regulations governing such programs - Ability
to integrate teams of professionals around common goals - Experience
in leading and managing large grants in a complex environment. - Experience
in managing inter-agency consortiums is preferred - Experience
managing USAID projects in Rwanda or working in Rwanda preferable.
Other Competencies/Attributes:
- Strong
interpersonal skills - Level
IV (fluent – speaking/reading/writing) English language ability is
required. - French
language proficiency is preferable.
Working Environment / Conditions:
- Be
prepared to travel to implementation sites across Rwanda on a regular
basis;
