Monitoring and Evaluation Specialist – USAID
Depending on qualifications and experience incumbent may be hired at trainee
grade (one or two grades lower than the position grade)
The Project Management Specialist (Monito
ring and Evaluation (M&E) position
is located in the Office of Health, Population and Nutrition a9HPN),
USAID/Malawi., Lilongwe, Malawi and reports to the monitoring, Evaluation and
Learning Specialist. The M&E Specialist supports the president’s’
Malaria Initiative (PMI) team to monitor project implementation, provide
technical assistance on indicators and data recording, and compile reports of
PMI’s results and outcomes, This position is primarily responsible for
coordinating and performance monitoring and evaluation activities and ensuring
the availability of high quality data for the ongoing monitoring and evaluation
of PMI activities. The incumbent contributes high quality technical
advice and expertise to the National Malaria Control Program (NMCP), Central
Monitoring and Evaluation Division (CMED) and other divisions of MOH to improve
capacity and strengthen monitoring and evaluation and health
information systems. In addition, the M&E Specialist will support the
management of relevant M&E activities and projects in HPN
Education – Bachelors Degree in Social Science, Statistics, Public Health or
Economics
Prior work Experience – Minimum of 5 to 7 yrs of progressively responsible
experience in the health field, with a minimum 43 yrs of experience in
monitoring and evaluation, preferably of malaria programs, Experience with
health-based NGOs in Malaria is desirable
Language Proficiency – The incumbent must be fluent in both English and
Chichewa and have proven ability to communicate quickly clearly and concisely
both orally and in writing, The incumbent must have demonstrated ability to
produce professional quality technical and analytic materials
Job Knowledge – A comprehensive knowledge of collection and analysis of
strategic information, A broad knowledge of malaria prevention and control,
comprehensive knowledge and experience in public health care Malawi, as
well as detailed knowledge of the specific challenges related to malaria data
and indicators is required. The incumbent must have knowledge of the
different branches in the Malawian Govt, particularly the ministry of
Health. Thorough knowledge or potential to acquire such knowledge of US
Govt legislation relating to development assistance and USAID programming
policies, regulations procedures and documentation is essential
Skills and Abilities – The incumbent must have strong numeracy skills and
ability to collect and analyse both performance and financial data. The
ability to obtain, evaluate and interpret factual data and prepare precise,
accurate and complete reports is require
Demonstrated ability to establish and maintain relationships across govt
entities, donor organisations, bilateral and multilateral agencies and private
sector organisations, Skills in conceptualising project programming, policies
and plans and developing strategies for their implementation is required.
Strong computer skills and knowledge of software program applications
authorised for USAID use or its equivalent, such as word, Excel, Power Point,
STATA and word processing programs are a must. Ability to work
effectively in a team environment and proactively work to achieve consensus on
policy, project and administrative matters is required
