COUNTRY PROGRAM
MISSION:

Following the 1994
genocide against the Tutsis in Rwanda, ARC established relief programs to rebuild
the country’s health structure and ease the repatriation of large numbers of
refugees who had fled the violence. Since then, ARC has been providing a
response to the emergency needs of war-affected populations fleeing eastern
Congo. ARC/Rwanda is active in all six of the current refugee camps in Rwanda
in the areas of shelter/infrastructure, WASH, health & nutrition, and
livelihoods. The overall aim of the program is to improve the well-being of
target populations by addressing their immediate humanitarian needs and
contributing to longer term self-reliance.

Presently,
pre-electoral tensions in Burundi and the recent announcement by incumbent
President Nkurunriza to seek a third term have caused thousands of Burundians
to seek shelter in neighboring countries. As of June 2, 2015, over 28,000
Burundian refugees had crossed the border into Rwanda (figure includes data
only for the reception centers and Mahama refugee camp), of which 75% are women
or children. This refugee influx requires rapid and urgent response from the
humanitarian community.

The Government of
Rwanda and UNHCR estimate that more refugees may come if the situation worsens
in Burundi. In Mahama camp, ARC is delivering life saving services to 24,000
refugees in the area of Shelters & Infrastructures, Health & Nutrition,
Emergency Livelihood interventions as well as Community Services. Basic
services and infrastructures have been established but there is need to
consolidate the response, improve standards and systems as well as prepare for
additional movement of population.

PRIMARY PURPOSE OF
THE POSITION

The Site Manager
provides leadership to ensure the smooth functioning of all ARC activities in
the Mahama camp. He/she is responsible for the management of all program
activities, operations and logistics, finance and administration and Human
resources in coordination with the country office. The Site Manager is
supervised by the Senior Program Coordinator and is accountable to the Country
Director.

This is a temporary
job assignment with the objective of building capacities of a locally hired
team to take over the management of the operation after the assignment period.
The Site Manager will be involved in recruiting, coaching, mentoring and
training his/her replacement in the last months of the contract.

MAJOR AREAS OF
ACCOUNTABILITY

PRIMARY
DUTIES/RESPONSIBILITIES

Program Management:

  • Supervise
    and manage ARC program activities in the camp. Responsible for development
    and management of human resources.
  • Ensure
    timely production and collection of work plans and reports of different
    sectors both for internal use as well as for donors).
  • Liaise
    with the Country Director, Senior Program Coordinator, Logistics Manager,
    and Finance Controller for efficient utilization of all resources, as well
    as facilitating fieldwork.
  • Represent
    ARC in coordination and planning meetings at the local and, when
    necessary, national level.
  • Liaise
    with authorities, donors, refugee leaders and stakeholder at camp level.
  • Prepare
    timely narrative reports for donors, government, HQ, and others as
    required.
  • Monitor
    the implementation of operations and sector activities according to the
    budget of the camp’s programs.
  • Participate
    in the development of new programs or expansion of existing programs.
  • Provide
    leadership in the implementation for adequate monitoring and evaluation of
    program activities and results.

Procurement/Supply
Chain Management

  • Provides
    daily oversight and supervision of the procurement function in Mahama.
  • Ensure
    that all procurement procedures in Mahama are implemented and effectively
    followed in compliance with the ARC policies and relevant donor
    requirements.
  • Checks
    and approves procurement paperwork, and ensure all required documents are
    filed as required;

Operations,
Logistics and Administration:

  • Manage
    and supervise all human resources in the camp with support from HR
    department with a special focus on the logistics and construction teams.
  • Provide
    oversight on all financial and administrative matters in collaboration
    with Finance department.
  • Provide
    oversight of all supply chain management at camp level with support from
    Logistics department including the whole procurement process, delivery of
    supplies, accounting of physical assets, inventory and stock management of
    all ARC equipment, property, vehicles and furnishings.
  • Perform
    weekly cash counts and reconciliation.
  • Act as
    security focal point for the Mahama camp and surrounding area and report
    any incidents to the Country Director.

EDUCATION, TECHNICAL
SKILLS & KNOWLEDGE REQUIRED

  • Master’s
    degree in Management, Engineering, Development, International Relations,
    Project Management, Social Sciences or any related field preferred.
  • Bachelor’s
    degree in related field.
  • Minimum
    of 5 years experience with development or relief organizations working in
    complex emergency situations and/or refugee camp settings, including
    refugees, returnees, displaced, vulnerable and/or war affected
    populations.
  • Previous
    experience overseeing procurement/supply chain management in a refugee
    camp setting.
  • Previous
    international work and life experience in and outside of Africa;
  • Experience
    in managing emergency response in a refugee camp context.
  • Good
    technical knowledge of camp management and the following programming
    sectors: Shelter and Infrastructures, Emergency Food Security and
    Livelihood, Health& Nutrition.
  • Familiarity
    working with UNHCR and other UN agencies;
  • Fluency
    in French is a plus.
  • Ability
    to read, write and speak an excellent level of English.
  • Proficiency
    in the use of computers and standard applications: Word and Excel etc.
