save lives. Rwanda’s MCSP program, Ending Preventable Child and Maternal Deaths
(EPCMD), aims to reduce child and maternal mortality through increased coverage
and utilization of high-impact low cost reproductive, maternal, newborn, and
child health (RMNCH) interventions and innovative new approaches and to
strengthen the capacity of the Ministry of Health (MOH) to manage and scale up
high-impact RMNCH interventions.

Scale-up Coordinator
The Scale-Up Coordinator will work the
MCSP learning/quality improvement (QI) team lead and learning/QI advisor to
implement learning activities, coordinate learning workshops and other learning
activities and provide inputs to analysis of different quality improvement
approaches. S/He will work with MOH counterparts to set up and coordinate
program components of quality improvement and learning activities. Qualifications
include: The programmatic, administrative, and financial skills needed for
developing M&E Plans, project work plans and budgets; Basic knowledge of
office regulations and of financial and administration systems in an
international NGO setting; Understanding of RMNCH services and Health related
issues, with a global focus

approaches and tools in alignment with Ministry of Health and MCSP guideline;
Provide technical leadership and guidance to technical and program staff in
quality improvement activities per technical area and district to correctly
identify and address gaps; Ensure that Health Care services provided by
district health facilities comply with Quality standards to ensure that
services meet requirements of accreditation program and meet client expectations
and acceptable clinical standards. Qualifications include:
Advanced degree in public health, midwifery, nursing, social sciences or other
relevant area; Minimum 3 years of work experience in health-related monitoring
and evaluating projects in RMNCH and/or malaria in Rwanda or another East or
Southern African Nation; Proven expertise in quantitative and qualitative
methodologies, operations research, health management information systems,
reporting, knowledge management and documentation, data quality assessments,
data analysis and presentation

indicator definitions and use of data tools Coordinate data collection of MCSP
program activities to ensure it is complete and timely ;Support MOH in
information system for purposes of collecting, analysis and synthesis of
monitoring data in respective regions ; Assist in development and
implementation of a capacity building plan on the central, district and health
facility level; Assist the M&E team to development/review of evidence-based
clinical training materials, job aids, and curricula, supervisory systems and
other training materials and ensure their use for implementation of malaria
control and prevention in line with the needs of USAID and the Government of
Rwanda. Qualifications Include: Degree in public health, epidemiology,
health informatics, statistics, Mass communication or related social science; At
least 3 years of applied skills in designing and implementing M&E
activities and special studies for integrated public health programs that
include family planning/reproductive health, HIV/AIDS, maternal, neonatal and
child health, malaria prevention and treatment, nutrition, and safe water and
hygiene – or related programs.
