Description
The Ministry of Public Service and Labour (MIFOTRA) on
behalf of RWANDA ELDERS ADVISORY FORUM, wishes to recruit civil servants on the
following vacant positions
1. Finance
&   Administration Director

Duties and
Responsibilities
– Coordinate budget preparation and its execution
– Coordinate the preparation of the draft budget
involving all units in the organisation
– Monitoring the annual operating budgets, and control
its execution in compliance with the public finance rules and procedures
– Prepare annual periodic cash follow plans
– Prepare periodic fund requests
– Ensure proper receipt and custody of funds,
supported by appropriate vouchers
– Coordinate procurement of goods and services
– Provide guidelines in the public procurement
process, and establish a sound tendering system.
– Supervise the preparation of procurement plans
– Coordinate Payments for goods and services
– To check conformity and accuracy of payments
requests
 – Ensure proper disbursement of funds is
supported by appropriate vouchers
– Ensure safe custody of payments vouchers
– Coordinate financial management and reporting
– Ensure the existence of strong Internal Controls in
fund allocation budgetary commitments, authorizations and payments
– Establish and maintain an appropriate Cash Book and
General Ledger to Record Revenue and Expenditure operations
– Prepare bank reconciliation statements at the end of
each month
– Liaise with the Internal and External Audit and
assist them in their respective functions
– Oversee the management of human, material and
financial resources of REAF
– Assess performance of the staff of the unit and
coordinate assessment, of performance of REAF
– Coordinate the annual training plan of the
institution
– Coordinate the Central Secretariat activities
– Elaborate and implement new mechanisms to modernize
service
– Liaise with the Ministry holding finance within its
remit as well as other public services specialized
 – Coordinate formulation of the budget of the
REAF and control its execution
Qualification
Accounting Professional qualification recognised by
IFAC ( ACCA , CPA etc ) or AO in Public Finance, Accountancy, with 3 year
working experience
2. Accountant
Duties and
Responsibilities:
A. Payments:
1. Receive, check conformity and accuracy of payments
requests/ Invoices from units or suppliers before forwarding it to the budget
manager;
2. Ensure that disbursement of funds is supported by
appropriate vouchers
3. Ensure safe custody of payments vouchers;
4. Prepare fiscal declarations (VAT, 3%);
B. Financial
Management and reporting:
1. Ensure the existence of strong Internal Control of
fund allocation, budgetary commitments, authorizations and payment
2. Prepare Cash Book and General Ledger using an
appropriate accounting software to produce Revenue and expenditure reports and
other financial statements;
3. Prepare bank reconciliation statements at the end
of each Month;
4. Prepare complete, accurate and timely financial
reports and statements in accordance with mandatory deadlines;
5. Facilitate Internal and External Audit exercises
and assist them in their respective functions;
C. Budget
Preparation and its execution:
1. Participate in preparation and monitor the annual
operating budgets, and control its execution in compliance with the public
Finance rules and procedures;
2. Ensure proper receipt and custody of funds
supported by appropriate vouchers
3. Update budgetary registration forms;
4. Produce relevant periodic budget execution reports;
D. Manage
Logistics Operations
1. Prepare logistics and support plans; Develop and
implement methodologies and tools to enable effective execution of logistic
plans;
2. Manage stock and continuously monitor the movements
of stock;
3. Organize and supervise distribution of purchased
assets;
4. Ensure the delivery of any material or equipment
ordered to the Institution;
5. Monitor the execution of Suppliers’ contracts in
liaison with Procurement Office;
6. Elaborate periodic inventory of fixed and non
-fixed assets;
7. Identify equipment’s that need to be renewed;
8. Participate in the Elaboration of Contract for the
maintenance of Tools and Equipment;
9. Ensure maintenance of non-fixed assets of the
Institution.
Qualification
AO in Finance, Accounting or Management with
specialization in Finance / Accounting plus Level II Professional Qualification
recognized by IFAC (ACCA, CPA etc)
Key Technical
Skills & Knowledge required:
– Knowledge of cost analysis techniques;
– Knowledge to analyse complex financial information
& Produce payments; reports
– Deep understanding of financial accounts;

– Strong IT skills, particularly in financial software
(SMART IFMIS);
– Knowledge of Management of Material Resources;

– Flexibility Skills;
– Fluent in Kinyarwanda, English and/ or French;
knowledge of all is an advantage

Service and Labour ( MIFOTRA ) not later than 11/ 05 /2015 in the office of
Human Resource at 17.00pm
. Written tests and interviews will be held later
to selected successful candidates.
N.B: The Application form should be together with a
non-notified of the required degree and a photocopy of the Nation Identity
Card. Successful Candidates must be ready to start work immediately.
