experienced national to fill the following position;

Job Title: Maternity Cover – Child
Protection and Child Rights Governance Programme Manager

PURPOSE OF
POSITIONS:

Reporting to The
Programme Director, The Programme Manager will be accountable for providing
leadership and technical guidance in the implementation of the Child Protection
and Child Rights Governance programmes, and to line manage Programme
Coordinators.

KEY AREAS OF
ACCOUNTABILITY:

1. Programme
management responsibilities

· Providing
management support in the implementation of the Child Protection and Child
Rights Governance programmes (CP and CRG)

· Supervise and
Coach Programme Coordinators to develop detailed implementation plans and
monitor their implementation;

· Support Programme
Coordinators in the development of budget expenditures plans, review budget
monitoring reports and ensure that all planned expenditures are on track in
strict compliance with the agreed budget lines and Save the Children’s
financial regulations.

· Ensure that
quality, monthly, quarterly and other reports are developed and submitted in
accordance with agreed donors/members schedules;

· Ensure timely
project monitoring reports are produced and shared

· Support
implementing partners

· Support project
closure as per SCI standards and regulations

2.
Monitoring, Evaluation, Accountability and Learning / Research

· In collaboration
with the MEAL team ensure that data coming out of the agreed MEAL system for
the CP and CRG programme are used to inform programme learning (MEAL Plans,
Indicators Performance Tracking Tables, monitoring tools, benchmarks etc.)

3. Staff
Management and Development

· Line management
responsibilities for the 2 Save the Children’s CP/CRG Coordinators

· Ensure the
training, and promotion of staff as appropriate and ensure appropriate
professional development opportunities

· Manage the
performance of all supervisees through the Effective use of the Performance
Management System and ongoing mentoring/coaching

4. Resource
Mobilization

· Under the
strategic guidance of the Programme Director support in donor and partners
mapping processes

· Support in
developing TORs for recruitment of consultants to support the development of
project proposals

· Support in
compiling background documentation on thematic areas to be used in concept
notes/capacity statements/project proposals development processes

· Support the
project proposals development process

5. Advocacy
and Save the Children representation

· Establish and
strengthen coordination/advocacy mechanisms with CP and CRG stakeholders in
country at both Government and Civil Society level;

· Ensure that Save
the Children’s CP/CRG programmes are represented at national/local level fora
and round-tables to advocate for policy/implementation change/improvement at
all levels

Qualifications:

· Degree or Master
Degree level in Social Sciences

· Strong
demonstrable skills and experience in programme management, monitoring,
evaluation, learning and accountability – including budget holding
responsibilities;

· Substantial budget
holding responsibilities – experience of managing an annual budget of approx $
800,000

· Problem-solving
and decision-making skills

· Proven leadership
skills – previous experience of line managing staff;

· High level
proposals/report writing skills in English;

· Senior expertise
in the thematic areas of Child Protection and/or Child Rights Governance
background will be considered as strong assets
