1.0 Background and Context
The Office of the Auditor General of
Rwanda (OAG) was established in 1998 and began its operations in March 2000.
The

2003 Constitution of the Republic of Rwanda recognizes OAG as the Supreme
Audit Institution and defines it as an independent office vested with legal
personality, financial and administrative autonomy. An audit act was
promulgated in 2013, setting out the details of the functioning of the office.
In 2011, the OAG completed the
development of its strategic plan for FY2011/12- 2015/16 which sets out its
approach to addressing key challenges in areas such as staff retention,
capacity in auditing as well as outreach to stakeholders. The Strategic Plan is
anchored around five pillars namely

A Joint Coordination Committee (JCC)
chaired by the Auditor General and co-chaired by the PFM lead donor (PFM SWG
Co-chair) ensures proper planning, coordination and implementation of the OAG
sub-fund defined in the OAG Strategic Plan. The JCC meets quarterly to.monitor
and evaluate progress towards achieving the outputs and outcomes.

It is in this context that the Office
of Auditor General of Rwanda (OAG) is seeking services of an experienced
Project Officer to support the implementation of its Strategic Plan. The
position will be financed through the OAG PFM sub-fund financed by development
partners.

2.0 Objectives of the position
The objective for this position is to
ensure proper coordination of OAG Sub-Fund programme, an efficient implementation
of project activities and better coordination between OAG and its development
partners.

3.0 Scope of work
Duties and responsibilities include but

- Work
with OAG departments to identify and specify appropriate activities for
inclusion in annual workplans for the OAG Sub-Fund; - Consolidate
activities and prepare a workplan and budget for review by OAG senior
management and submission for approval to the JCC; - Provide
advice, inputs and quality assurance in the preparation of high quality
terms of reference of assignments under the OAG sub fund ensuring
activities add value beyond OAG existing and routine work; - Develop
a monitoring and evaluation (M&E) plan to track the implementation of
the OAG Strategic Plan on a regular basis; - Support
OAG senior management team in ensuring that planned project activities are
on track; - Collect
programme monitoring information and prepare narrative and financial
reporting to the JCC, - Ensure
that narrative and financial reporting is circulated to agreed timescales
, - Support
annual audits and independent audits of the sub-fund including providing
necessary information and documentation, lead management response to
findings and follow up on implementation of agreed recommendations; - Produce
project’s progress reports (both activity and financial) for the review
and approval by the JCC; - Take
minutes of internal coordination meetings and JCC meetings, circulating
them in a timely manner, follow up on key action points; - Carry
out any other duties as will be necessary to ensure effective
implementation of the OAG strategic plan.
4. 0 Deliverables
- Annual
action plans, budgets, and procurement plans for the OAG Strategic Plan; - Monthly
progress updates to the Auditor General per the format agreed at the
inception stage of the assignment ; - Quarterly
Progress Reports covering operational and financial aspects of the OAG
Strategic Plan sub-fund; - Annual
progress Report which summarises all Quarterly Progress Reports set
against key milestones; - Any
other reports as may be required by the Auditor General.

6.0 Reporting and Contacts
The Project Officer will report to the
Secretary General but will work closely with OAG heads of departments to ensure
effective better coordination and communication of planned activities.

7.0 Profile of the Project Officer
The Project Officer should have the
following demonstrable profile:

- University
degree in Project Management, Economics, Finance, Development Studies or
any other relevant field. - A
minimum of 5 years substantive experience in various aspects of programme
cycle management (planning, design, implementation, monitoring and
evaluation); - Strong
track record in results-based management (setting targets/ planning and
monitoring delivery of projects). Knowledge in public sector auditing
would be a distinct advantage. - Excellent
writing skills and proven ability to produce high quality documents in
English - Working
knowledge of Kinyarwanda or French being an advantage.
