National Coordinator – WES Network, Lilongwe

Reporting to: The WES Network –Board
WES – Water and Environmental Sanitation
Keep up to date with development in the sector, including best practice
examples in-country and internationally, an
d ensure ongoing personal
development and learning, Initiative and participate in the documentation and
dissemination of lessons learned

Advocacy – Identify key advocacy issues in close
consultation with members, Lead the Sanitation and water for All (SWA) agenda
movement, Develop advocacy plans and ensure that these are implemented, Lead
and facilitate effective WASH campaigns, this will include designing campaign
strategy, Support TWGs and members in their individual advocacy
initiatives
Monitoring and reporting – Develop and implement monitoring mechanisms to
maximize the effectiveness of the WASH initiatives, Prepare quarterly and
annual reports for members, Coordinate the compilation of specific reports for
submission and sharing to government and donors, Facilitate and coordinate
preparation of NGO position papers into strategic initiatives such as the annual
Joint Sector  Reviews (JSR), Malawi Growth and Development Strategy
Reviews etc

Prepare multi year budgets and ensure that spending is according to plan, Carry
out regular budget monitoring and reviews with support from Finance, Implement
the financial controls, Evaluate expenditures at the end of the financial year
Gender and diversity – Ensure sensitivity in
materials and approaches e.g. regarding gender, ethnic diversity, disability
etc
Academic and experience – Bachelors Degree in
Social Sciences or Environmental Health or any other related field with a
minimum of 5 yrs or more yrs experience in development, Those with Masters
Degree will have an added advantage

Research and learning – Facilitate action research on thematic areas/issues as
identified and agreed by members, Facilitate learning and sharing among member
organisations, Keep up to date with development in the sector, including best
practice examples in-country and internationally, and ensure ongoing personal
development and learning, Initiative and participate in the documentation and
dissemination of lessons learned

Strategy planning and development – Develop/review
and oversee implementation of WES Network Strategic Plans, Develop and
implement targeted strategies, e.g. for media engagement, communication,
documentation and specific events related to water, sanitation and hygiene on
national and international calendars, Identify strategic opportunities for
Network, Facilitate development of annual and quarterly operational plans and
budgets for the WES Network and ensure there is input of the members and
approval by the Board, Prepare high quality funding proposals and ensure that
these are financed

Provide strategic direction, leadership and planning in the operations of WES
Network, Develop and oversee the implementation of WES Network Strategic Plan,
Act as the key contact person and Executive Secretary for the WES Network,
Ensure that there is effective coordination of NGOs in the water and sanitation
sector at all levels and enhanced cooperation with all relevant authorities,
Take leadership in resource mobilization for Network activities and this
includes preparing funding proposals for submission to financing institutions,
Prepare concise and high quality reports for submissions to donors, govt and
member organizations, Financial planning, monitoring and reporting, Implement
Financial controls for the Network

Networking and coordination – Lead and facilitate
forums and quarterly WES NGO meetings, Attend Network meetings, Ensure minutes
are circulated to all members on time, Facilitate effective coordination
between the Network and the govt of Malawi as partners in development,
Represent the WES Network in key sector policy and planning forums, nationally
and internationally

Experience and demonstrable qualities to effect change through coalition and
partnership building, Self-starter and innovative, NGO experience preferably in
networking and advocacy, Excellent communication and presentation skill, Fluent
written and spoken English, Computer skills particularly Microsoft Word, Excel,
Power Point, Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS,
participatory approach and sustainable development, Those with policy research
and analysis experience will have an added advantage

Excellent strategic and analytical thinking, Demonstrable ability to engage in
dialogue with policy makers and other high level officials, Ability to build
coalitions and influence policy and practice change, Ability to coordinate and
network, Ability to synthensize information from different sources and present
it orally and in writing
