AND M&E OFFICER

World Vision Rwanda seeks to hire a
highly qualified, dedicated and experienced national for the position ofAccountability,
Monitoring and Evaluation Officer
. This position will be based at the
Nyabiheke Refugee Camp in the Eastern Zone( KAHI ADP)and reporting to the Cash
Transfer Field Coordinator
.
 Purpose of the position:
The purpose of this position is to lead
operationalizing of Humanitarian Accountability and M&E within the
allocated Refugee Camp. This position has been designed to facilitate and to
manage feedback and complaint systems. The A, M&E position will support the
Cash Transfer  programs from the design phase specifically in identifying
key indicators, defining the A,M&E plan and other documentation needs; to
the final involvement in determining effectiveness, efficiency and impact on
livelihoods of the food programs.
The major responsibilities include:
  • Review
    the monitoring framework; indicators and systems for monitoring and surveillance
    as agreed through consultation and guidance by the Project Manager/ Field
    Coordinator and according to LEAP.
  • Provide
    adequate coordination for in-country baseline training, data collection,
    mid-term and final evaluations, in close collaboration with M&E
    partners, as well as with other external partners.
  • Provide
    oversight/collaboration for the Sentinel Site Surveillance systems in
    coordination with the Project managers and Field Coordinators, while
    collaborating with other partners such as WFP, MIDIAMR and possibly other
    UN agencies such UNHCR to ensure non-duplication of efforts and efficient
    resources utilization.
  • Participate
    in the institutional learning initiatives; provide technical leadership
    and coordination to ensure establishment of efficient information systems
    and timely dissemination of information.
  • Strengthen
    the monitoring and evaluation activities via training/ capacity building
    activities.
  • Work
    together with District Coordinator to ensure all stakeholders are
    sufficiently informed according to the information provision guidelines.
  • Through
    Humanitarian Accountability assessment, check with communities how they
    would like to receive information, including format, timing, location,
    language etc.
  • Review
    and improve or develop district level information provision strategy.
  • Review
    complaints received through all mechanisms together with the District
    Coordinator. Decide a plan of action. Responsible for ensuring the action
    is carried through on time, according to the guidelines.
  • Document
    all Nyabiheke refugee complaints and responses centrally and as directed.
    Where a database is available, manage documentation of all district
    complaints in the database.
  • Engage
    the community in an appropriate and respectful manner, never raising false
    expectations.
    • Intentionally,
      regularly informally and formally consult with beneficiaries,
      non-beneficiaries, Government, other agencies to receive feedback on our
      programs, commitments and staff conduct.
    • Improve
      the district or field staff understands of capacities, needs and
      preferences of the communities which we work. Work with district staff to
      improve the ways in which World Vision engages the community based on
      findings of community preferences.
    • Build
      capacity of district staff to engage with communities.
    • Raise
      and address any issues discovered during consultations. Raise sensitive
      issues/incidents immediately with the Field Coordinator, if possible
      alert the Project Manager.
    • Compile
      and submit quality reports to guarantee the credibility of the program.
Qualifications: 
Education/Knowledge/Technical Skills and Experience
The following may be acquired through a
combination of formal or self-education, prior experience or on-the-job
training:
  • University
    Degree in education, sociology, political science, business or
    international development.
  • At
    least 2 years’ experience in working with International NGOs with relevant
    community focus.
  • Demonstrated
    ability to work effectively with beneficiary communities, Government and
    other stakeholders at the district level.
  • Experience
    in facilitating focus group discussions with local communities and
    reporting.
  • Commitment
    to and understanding of international humanitarian standards, especially
    the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian
    Accountability Partnership (HAP) Standard.
  • Ability
    to work in a cross-cultural context with people of various backgrounds.
  • Modeling
    of accountability practice through personal actions and approaches to
    program management.
  • Experience
    in training and community consultation highly desired.
 Others:
  • Excellent
    communication skills, both oral and written English and sensitive to other
    cultures.
  • Creates
    and encourages a climate of team-working and collaboration in a
    multi-cultural environment.
  • Consistently
    achieves high-level results, managing and delivering projects on-time and
    on-budget.
  • Ability
    to analyze and integrate diverse and complex quantitative and qualitative
    data from a wide range of sources.
  • Actively
    nurtures good relationships with people across all organizational levels
    and boundaries, and with government leaders and stakeholders.
  • Must
    be a committed Christian, able to stand above denominational diversities.
 Working Environment/Conditions:
  • Work
    environment:  Field based with some travels
  • In
    the camp:  90 % of the time will be spent in Nyabiheke, KAHI ADP,
    Eastern Zone
  • On
    call:  10 % of the time during reporting or meeting in Kigali or
    at  the Zone.
