Description:
EQWIP HUBS will be a
dynamic platform of diverse actors and young people working together to develop
solutions to both local and global social, economic and environmental
challenges in six countries around the world. EQWIP, an innovative youth
serving partnership between Canada World Youth (CWY) and Youth Challenge
International (YCI) has brought together a global consortium including
UN-HABITAT, TakingITGlobal (TIG) and the Education Development Centre (EDC) to
collaborate on this initiative.
Through 17 youth
centered HUBS in urban areas, participatory programming will support young
people in accessing a sustainable livelihood. Through the engagement of a
multi-stakeholder HUB Network, EQWIP HUBS will foster a supportive and
responsive enabling environment for youth livelihood activities by providing
mentorship, coaching and access to capital. The HUB Network will strengthen the
capacity of public and private sector stakeholders and civil society related to
youth mainstreaming for policies, products and services.

Position
Description:
The Deputy Director,
reporting to the Chief of Party, will be responsible for the overall management
of the technical functions of the project. S/he will manage national and
international staff with technical roles in Livelihood, Gender, Environment and
Monitoring and Evaluation. S/he will establish and maintain positive,
collaborative and productive relationships with project staff, implementing
partners, consortium partners, sector stakeholders and private sector actors.
KEY RESPONSIBILITIES
- Provide
leadership and management for the technical delivery and oversight of the
project initiative in Canada and in six program countries - Manage
technical leads in Livelihood & Innovation, M&E, Gender,
Environment and Communications - Provide
guidance to the technical leads regarding tools and strategies to ensure
that programming is based on input from stakeholders, a thorough understanding
of the context, and technical best practices - Ensure
that project activities are meeting / exceeding their goals and targets
according to the EQWIP HUBS Logic Model and Performance Measurement
Framework - Lead
the development and update of sector strategies in relevant areas of
programming and ensure it is complimentary to strategic planning at both
the country level and globally - Provide
strategic support to ensure that activities are meeting their goals and
targets, recommending program adjustments when necessary to keep the
project on track - Ensure
program quality and deliver effective project monitoring and evaluation to
ensure timely implementation and measure the impact of activities
including regular monitoring trips to the field - Develop
and maintain current knowledge of youth livelihood issues, gender and
environment and a comprehensive understanding of the challenges and
opportunities facing young people across countries of operation - Oversee
the critical phases of youth livelihoods curriculum ideation, development
and implementation, ensuring the consistent integration of innovation,
gender and the environment as central components of design - Provide
strategic support and oversight for communications activities - Track
and report progress and activities monthly against work plans - Liaise
and coordinate with technical consortium partners, EDC and TIG, to ensure
effective implementation of activities - Carry
out supervisory responsibilities in accordance with the organization’s
policies and applicable laws - Carry
out management responsibilities including training employees; planning,
assigning, and directing work; addressing complaints and resolving
problems; in accordance with projects policies and applicable laws - Serve
as Acting Chief of Party where necessary
ESSENTIAL
QUALIFICATIONS
- 7-10
years of progressively responsible management and leadership experience at
a director level - Long-term,
overseas experience preferably with a focus on youth - Experience
in the following technical areas: gender, environment, M&E and
livelihoods as they relate to youth - A
successful track record in supervising, designing, managing and
implementing technical assistance for donor-funded projects and proven
ability to develop and monitor work plans and training plans - Demonstrated
mentoring abilities and experience supporting senior managerial staff - Strong
interpersonal and communication skills - English
fluency required, French/Spanish language skills are highly desirable
