Facilities and Security Manager – Lilongwe BLM Support
Office

Serve as a security focal point person for BLM, Overall responsible for
ensuring BLM continually meets its Duty of Care requirements in relation to
security management and in line with MSI’s Global Security Framework, Create
and update the BLM’s Essential Security Package (ESP) (including Welcome Pack,
Threat Levels, Context analysis, Risk Analysis, standard Operating Procedures,
Contingency plans and Crisis Managemen
t plan), Management of day to day
security incidents affecting BLM team members, assets and reputation, Accurate
and appropriate security briefing of all programme visitors, new and existing
team members, Ensure a high level of procedural and physical security measures
are in place at all BLM premises, including access control, visitor protocols,
key management and appropriate branding/visibility, Ensure that appropriate
communications and other security related equipment ins in place, functional
and understood by all relevant staff
members, Contractual management of Security Guards and Security Companies,
including agreeing, checking and enforcing SOPs and performance, Renewal of
contracts and management of payments to security communications and tracking
suppliers, conduct regular security and risk assessments for all operational
areas, Conduct security related investigations when required, Write regular
security management reports with situational analysis and recommendations

Human Resource Management – seek to develop a
culture of security awareness and monitor staff compliance, Recruitment,
selection, training and management of a team of facilities and security staff
in line with BLMs performance management system, Provide leadership/management
of the security team in country, Ensure that all staff now their roles and
responsibilities and ensure that all staff follow security procedures, develop
capacity within the facilities and security departments and country programme
through training needs identification, training delivery and on the job
support

Security Networking – Attend and contribute to
external security networks (Donor, NGO Forums), Actively develop and maintain
security influencer networks with a full range of stakeholders including religious,
tribal and community leaders, NGOs , donors, NGO security forums, govt, police,
armed forces, intelligence agencies, private security companies, Liaise with UN
agencies, NGOs and other external actors to gain security information and
analysis and ensure information from these groups is disseminated to relevant
staff, Continued contact, discussion and strategic planning with MSI Global
Security

Safety Management – Ensure that BLM premises,
vehicles and assets are free from hazards, safe and well prepared in terms of
fire, natural disaster and general safety, Prepare and coordinate fire and
natural disaster safety drills in all locations

Facilities Management – Prepare tenancy agreements
for all buildings, including residential properties, rented by BLM, Plan,
coordinate and oversee repairs and maintenance of all BLM owned and rented
properties (including residential properties), Maintain and update a clinic
needs record for repair and maintenance work requested and completed, enabling
BLM to monitor what work has been done in the past, what work is required, and
how much progress has been made, Prepare Bill of Quantities and Budgets for
repair and maintenance work and at times construction work, Any other
facilities and security duties as instructed by the Line Manager

Relevant university bachelors degree, preferably security management,
international development or business administration, Relevant security
management training certificates is desired

Minimum 5 yrs relevant experience in a large organisation managing facilities
and security, An NGO background would be desirable, Experience in
administration and team management 

Flexibility and ability to multi-task under pressure,
Ability to train, mobilise and manage both international and national staff,
Analytical skills and experience, Demonstrated leadership and management
skills, Communication, interpersonal, negotiation and organisational skills,
Proven ability to work creatively and independently both in the field and in
the office
